SUBJECT: DISPOSITION OF REFERRALS TO THE 1992 INTERNAL OPERATIONS
COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Remove as a referral to the 1992 Internal Operations Committee
and instead refer to the 1993 Internal Operations Committee
the following item:
Oversight of' the County' s AIDS Response Program and status of
other communicable diseases in the County.
The Health Services Department was to report back to our
Committee one final time before the end of 1992 . However,
they have been delayed and have requested some additional .
time.
2 . Remove as a referral to the 1992 Internal Operations Committee
with no further action being required by the Board of
Supervisors, the following item:
Consider the. need for more affordable housing, per Supervisor
Torlakson' s "Contra Costa Works" paper.
It is our understanding that the Finance Committee has been
providing general oversight to the entire subject of the
"Contra Costa Works" Program. Therefore, there appears to be
no need for our Committee to give further consideration to
this subject at this time.
3 . Remove as a referral to the 1992 Internal Operations Committee .
and instead refer to the 1993 Internal Operations Committee
the following item:

Letter from Chair, Equal Employment Opportunity Advisory
Council, commenting on the Rodney King matter.
Our Committee heard this matter in September and directed
staff to prepare a statement on the subject of respect for
diversity, opposition to violence as a way of solving
problems, reaffirming the Board's commitment to equal
opportunities, understanding of the economic problems which
led to the riots in Los Angeles, recognition that the
frustration which caused the riots is not an isolated problem
which exists only in Los Angeles but can erupt in any
economically deprived neighborhood and a restatement of the
Board' s commitment to improving the Board' s MBE/WBE contract
award record. Staff was directed to prepare such a statement
and share it with the Equal Employment Opportunity Advisory
Council before returning it to the Internal Operations
Committee. It has not been possible to complete this
assignment before our Committee ends its work for the year.
4 . Remove as a referral to the 1992 Internal Operations Committee
and instead refer to the 1993 Internal Operations Committee
the following item:
Vacancy on the Women' s Advisory Committee in the College
Academic/Career Counselor Category.
This vacancy was referred to the Internal Operations
Committee. Our Committee was awaiting a report from the
Women' s Advisory Committee indicating what recruitment has
taken place and what recommendation the Women' s Advisory
Committee had for our Committee. This report has not been
received to date and we are, therefore, recommending that this
matter be referred on to the 1993 Internal Operations
Committee for action when the report is received.
BACKGROUND:
Each year it is necessary to dispose of all matters which have been
referred to the Internal Operations Committee before the Committee
goes out of existence. Work on the above referrals cannot be
completed before the Committee goes out of existence on January 5,
1993 and the recommended actions are therefore being returned to
the Board of Supervisors for approval .
