4 . Establish an' Ad Hoc Fire District Liaison Committee for the
Contra Costa .County Fire Protection District consisting of one
representative from each city served by the Contra Costa
County Fire Protection District and charge this Committee with
maintaining .liaison between the cities and the Board of
Supervisors on reorganization issues affecting the Contra
Costa County;. Fire Protection District. The Ad Hoc Committee
shall be abolished December 31, 19931 unless further action is
taken by the Board of Supervisors prior to that date to
continue the Committee' s existence.
5 . Appoint to the Ad Hoc Fire District Liaison Committee,
representing. the City of Pleasant Hill:

6 . Appoint to the Ad Hoc Fire District Liaison Committee,

7 . Direct the County Administrator to write to the city councils
of Lafayette, Walnut Creek, Clayton and Martinez and request
that each city nominate a member of its City Council to serve
on the Ad Hoc Fire District Liaison Committee, with the
nominations to be returned directly to the Board of
Supervisors for formal approval action.
8 . Establish a Citizens ' Task Force for the Contra Costa County
Fire Protection District for the purpose of advising the Board
of Supervisors on mechanisms which should be used to
adequately fund the Contra Costa County Fire Protection
District. This Task Force should include all of the
applicants for the at-large seat on the Contra Costa County
Fire Protection District' s Board of Fire Commissioners who
were not appointed to that seat, plus, other citizens who are
residents of the District and indicate an interest in serving
on this Task Force.
9 . Remove this item as a referral to the 1992 Internal Operations
Committee.
BACKGROUND:
The Board of Fire Commissioners of the Contra Costa County Fire
Protection District consists of five members . A resident of the
cities of Concord; Walnut Creek, Lafayette and Pleasant Hill occupy
four of the seats on the Board of Fire Commissioners . The fifth
seat is for an at-large member who can reside anywhere in the
District. The cities which are guaranteed that one of their
residents will be seated on the Board of Fire Commissioners are
encouraged to nominate candidates who are then interviewed by the
Internal Operations Committee. Appointments are then recommended
to the full Board of Supervisors .
The term of office of the Concord resident and the at-large seat
have expired. In addition, the seat for a resident of Pleasant
Hill is vacant. The cities of Concord and Pleasant Hill have
nominated candidates . We also received an endorsement for one
candidate for the at-large seat from the City of Martinez . We
advertised for applications for the at-large seat and received 12
applications . We were extremely pleased with the interest which
was generated for the at-large seat from a number of highly
qualified and committed candidates . We have interviewed all
candidates and recommend the above appointments .

In addition, we want to have the advice of interested citizens
within the Contra Costa County Fire Protection District and also
want to utilize the interest and skills of those who applied for
the at-large seat but whom we were unable to appoint to this
position. We are, therefore, recommending the appointment of a
Citizens ' Task Force to advise the Board of Supervisors on how the
Fire District can be adequately funded. Finally, we believe that
the Board of Supervisors needs to maintain a close liaison with the
cities within the District as we continue to review various
organizational options which may affect the Contra Costa County
Fire Protection District. We are, therefore, recommending the
formation of an Ad Hoc Fire District Liaison Committee for the
Contra Costa County Fire Protection District, to consist of an
elected member of the city council of each city within the
District. Since the cities of Pleasant Hill and Concord nominated
Councilwoman Williamson and Councilman Campbell for the Board of
Fire Commissioners, we believe that they should instead be
appointed to this Liaison Committee.

RE: FIRE COMMISSION APPOINTMENT
I previously sent a letter to the Board supporting the nomination of
Robert Chapman as; Fire Commissioner. The purpose of this letter is
to let the Board know that the Council voted unanimously at its
December 7 meeting to support the nomination of Robert Chapman for
appointment to the Contra Costa County Fire Commission.
Although several very highly qualified nominees are caning from the
Martinez area, it is the Council's belief that the Board should
appoint Robert Chapman.
The Council and I would appreciate the Board's favorable consideration
of our nominee for the Contra Costa County Fire Commission.

Robert H. Chapman is one of the nominees for the appointment to
the Contra Costa County Fire Commission and the Contra Costa/
Alameda County Cattlemen' s Association would like to ask you to
strongly consider him for this position. The appointment is for
the only "at large" position on the Board and we feel Robert '
Chapman with his knowledge of rural matters would make an
excellent choice.
He has also worked and retired from the Moraga Fire Protection
District giving him excellent experience for the nomination. The
Cattlemen' s Association feels he would be a goad member of the
Commission and would be very aware of the concerns of the
ranching community. I

The Contra Costa County Farm Bureau supports the nomination of
Robert H. Chapman of Martinez for appointment to the Contra Costa
County Fire Commission . As the appointment is for the "at large"
position on the Board which represents the unincorporated area of
the county, we feel' Mr. Chapman as a rancher and living in a
rural area would be most knowledgeable about their problems.
Having been in the Moraga Fire Protection District for several
years makes Mr . Chapman an excellent candidate for the Fire
Commissioner appointment . As an agricultural organization we

It has come to our attention that Robert Chapman is being
considered for the position of Fire Commissioner for the Contra Costa County
Fire Protection District. The purpose of this letter is to let the Board know that
the Citizen's Land Alliance Board voted unanimously at it's November 11
meeting to support the nomination of Robert Chapman for appointment to the
Contra Costa County Fire Commission.lt is our opinion that Mr. Chapman is
an excellent candidate for this position due to his experience in the fire service
as well!as his knowledge of urban and rural matters in Contra Costa County.
He is partricularly well informed on matters related to farming and ranching.
We further understand the appointment is for the only"at large" position on the
board. It is our position that since the "at large" candidate represents the
unincorporated and rural areas of the county, Mr. Chapman's appointment

In my position. as Fire Marshal, I worked with many members of the city, sharing our mutua
concern for Pleasant Hill and the County's interest in fire safety. I've taught fire
safety classes locally, and have been the guest speaker at Lions Club and other
organizations in the community.

In addition to gatidening, golfing. and traveling, I continue to maintain a keen interest
in quality and fiscally responsible fire protection for my community and the County
itself. I feel I could objectively continue to utilize my knowledge and expertise
I've developed during my -lorig fire service career to perform the duties of Fire
