Establish an' Ad Hoc Fire District Liaison Committee for the Contra Costa .County Fire Protection District consisting of one representative from each city served by the Contra Costa County Fire Protection District and charge this Committee with maintaining .liaison between the cities and the Board of Supervisors on reorganization issues affecting the Contra Costa County;. Fire Protection District. The Ad Hoc Committee shall be abolished December 31, 19931 unless further action is taken by the Board of Supervisors prior to that date to continue the Committee' s existence. 5 . Appoint to the Ad Hoc Fire District Liaison Committee, representing. the City of Pleasant Hill: Councilwoman Terri L. Williamson 212 Poshard Street Pleasant Hill, CA 94523 6 . Appoint to the Ad Hoc Fire District Liaison Committee, representing the City of Concord: Councilman Byron Campbell 1874 Denkinger Road Concord, CA 94521 7 . Direct the County Administrator to write to the city councils of Lafayette, Walnut Creek, Clayton and Martinez and request that each city nominate a member of its City Council to serve on the Ad Hoc Fire District Liaison Committee, with the nominations to be returned directly to the Board of Supervisors for formal approval action. 8 . Establish a Citizens ' Task Force for the Contra Costa County Fire Protection District for the purpose of advising the Board of Supervisors on mechanisms which should be used to adequately fund the Contra Costa County Fire Protection District. This Task Force should include all of the applicants for the at-large seat on the Contra Costa County Fire Protection District' s Board of Fire Commissioners who were not appointed to that seat, plus, other citizens who are residents of the District and indicate an interest in serving on this Task Force. 9 . Remove this item as a referral to the 1992 Internal Operations Committee. BACKGROUND: The Board of Fire Commissioners of the Contra Costa County Fire Protection District consists of five members . A resident of the cities of Concord; Walnut Creek, Lafayette and Pleasant Hill occupy four of the seats on the Board of Fire Commissioners . The fifth seat is for an at-large member who can reside anywhere in the District. The cities which are guaranteed that one of their residents will be seated on the Board of Fire Commissioners are encouraged to nominate candidates who are then interviewed by the Internal Operations Committee. Appointments are then recommended to the full Board of Supervisors . The term of office of the Concord resident and the at-large seat have expired. In addition, the seat for a resident of Pleasant Hill is vacant. The cities of Concord and Pleasant Hill have nominated candidates . We also received an endorsement for one candidate for the at-large seat from the City of Martinez . We advertised for applications for the at-large seat and received 12 applications . We were extremely pleased with the interest which was generated for the at-large seat from a number of highly qualified and committed candidates . We have interviewed all candidates and recommend the above appointments . -2- In addition, we want to have the advice of interested citizens within the Contra Costa County Fire Protection District and also want to utilize the interest and skills of those who applied for the at-large seat but whom we were unable to appoint to this position. We are, therefore, recommending the appointment of a Citizens ' Task Force to advise the Board of Supervisors on how the Fire District can be adequately funded. Finally, we believe that the Board of Supervisors needs to maintain a close liaison with the cities within the District as we continue to review various organizational options which may affect the Contra Costa County Fire Protection District. We are, therefore, recommending the formation of an Ad Hoc Fire District Liaison Committee for the Contra Costa County Fire Protection District, to consist of an elected member of the city council of each city within the District.
