Members of the Board:
We are appalled that you expect the citizens of Orinda and
Moraga to continue to pay exorbitant rates, the highest in
the state, for garbage collection.
There seems to be no end to the money grabbing Acme-Browning
Ferris to squeeze every possible dime out of their monopoly
operation, all because you, the members of the Board, have
neglected your responsibilities to the property owners. This
monopoly can not be allowed to continue. Other solutions to
the disposal problem must be found if we are to prevent a
maJor crisis.
Previous rate increases have required people to shift from
two cans to one and, in some cases, . to stop the garbage
collection service altogether. Now, the solution seems to
be to share one can with your neighbor and to put the excess
in a plastic bag. This will result in reduced income for
the company followed by another rate increase. Is this
really the way to solve the problem? We think not.
It's high time that you address the real issue and work to
find an acceptable solution to the problem now, not to
continuously expect us to pay for your mistakes.
You can expect that we will publish this letter and your
reply in the paper.

Re: Orinda-Moraga Garbage Disposal
Dear Sirs or Madams:
We have lived in Orinda for five years and have been
substantially burdened by utilities raising their rates on an
annual basis. We had no idea that our utilities would be higher
simply because of the neighborhood in which we live. Nor would we
have ever believed that it would cost us approximately $600 a year
to have our garbage picked up. In order to reduce this cost, we
decided to reduce our consumption from two cans to one can. Now we
understand that the garbage company wants to raise its rates
because so many people have done the same thing. When will it end.
Utilities are the only companies that can raise their rates because
people are not using as much.
Not only have we reduced our consumption, we recycle, have a
compost pile and shred much of our lawn trimmings. To penalize us
for conserving is totally unfair. If changes need to be made, I
would think that it would make more sense to reduce the service
than to charge higher fees. Perhaps the service to cut out or
reduce would be the three annual clean-up pickups. Also, why do
seniors in this area get a reduced rate? Isn't their garbage as
valuable as ours? Most of the seniors that live in Orinda and
Moraga already have substantially reduced monthly expenditures and
for them to be charged the same rate as other families would not be
unfair.
Please quit making the working middle class carry the brunt of
this poor economy. By making us pay more for required services, we
have little leftover to spend to help stimulate the stagnant
economy.

Garbage monopoly rate hikes
• All Orinda and Moraga and some Lafayette residents
face an increase in our garbage pick up rates,possibly up
to 29 percent,in the near.future.
Our already high rates are due primarily* to poor
planning and delays by our County Board of Supervi-
sors.They delayed agreeing on a new garbage disposal
site and then agreed to pay Browning Ferris about$76
P C4_f per ton to dispose of our garbage. These organizations
i which have a monopoly given to them, by our County
P,,- Supervisors have raised the disposal fees by approxi-
mately 300 percent in the last 5 years.They have asked
for an increase to S90 per ton which was turned down
but will probably be back again with another rate in-
t crease request.
This monopoly could be broken if the County Super-
visors would approve a garbage transfer station. Our
Orinda Moraga Disposal Service corporation estimates'
their disposal fee would drop to about one-half of the fee
they now pay if the monopoly could be broken.
If enough people write their Board of Supervisors at
651 Pine, Martinez, 94553, maybe they.will approve a
i transfer site and a year from now our garbaige�^disposal
j costs will go,down instead-of up even more.
