I. RECOMMENDED ACTION
Approve awarding the contract for the Bridgemont Modernization Project, CA011003,Bridgemont,Antioch to
M.C.S. Systems, Inc. for the Base Bid accepting Deductive Bid Alternates 1, 2, 5 and 7, in the amount of$1,507,202.
Il. FINANCIAL IMPACT:
Funding for this project will be provided through our HUD Comprehensive Improvement Assistance Program
(CLAP) CA011-913 allocation.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Bids were opened on November 25,1992 for the Bridgemont Modernization Project at CA011003, Bridgemont,
Antioch, California This project involves the renovation of 30 public housing units; the project will be funded under
HUD's Comprehensive Improvement Assistance Program (CIAP), Phase CA011-913.
Six bids were received and M.C.S. Systems, Inc. was the successful low bidder with a bid in the amount of
$1,575,162 for the base bid. A copy of the bid abstract is attached for your review. Staff has made inquiries regarding
the references for M.C.S. Systems Inc. and the references have been favorable.
The amount of the bid exceeds the currently available funding for the project. In order to bring the project
within budget, staff is recommending that several of the "Deductive Bid Alternates" be accepted; the Alternates
recommended for acceptance are Alternate 1 ('Brick Facia"), Alternate 2 ("Re-Roofing"), Alternate 5 ('Asphaltic
Concrete Topping), and Alternate 7 ("Subsurface Drainage"). Although it would be desirable to not accept any of the
Bid Alternates, none of the Alternates recommended to be accepted are critical to the success of the modernization
project. M.C.S. Systems, Inc. bid sum accepting Alternates 1, 2, 5, & 7 is $1,507,202. This also was the lowest bid
offered with this combination of bid alternates.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the execution of a contract with MCS Systems Inc.
the Housing Authority will experience scheduling delays which may jeopardize funding allocated to this project.
