SUBJECT: Maintenance of Uniform Reimbursement for Staff Development Activities
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Resolution No. 93/ 9
RECOMMENDATION. The below stated recommendation is approved to maintain
uniform reimbursement for specified job-related expenses incurred by
Public Defender, District Attorney and County Counsel staffs .
BACKGROUND. The current memorandum of understanding between this Board
and the Contra Costa County Employee' s Association, Local. No. 1, provides
public defenders with reimbursement for their incurred job-related
educational development activities and State Bar dues which is different
from that provided for deputy district attorneys and county counsels. The
County Administrator, County Counsel and District Attorney have
recommended that the Board' s present policy of maintaining uniformity
concerning the foregoing be continued. In this regard, it is hereby
recommended that the Public Defender, District Attorney and County Counsel
staff specified in Resolution No. 92/716 shall be reimbursed for their
incurred expenses in the same manner and to the same extent as Deputy
Public Defender staff is now pursuant to subsection E of Section 55 .4
(pages 80 & 81) of the ' aforementioned MOU ( 1991-93) between this Board and
Local l; except that County Counsel staff may be reimbursed for civil
specialization fees if annually approved in advance by the County Counsel .
No significant fiscal impact will occur by adoption of this
recommendation.
Notwithstanding any contrary or conflicting provisions of Resolution
92/107, the above-stated recommendation shall prevail and remain in full
force and effect until ' this resolution is specifically modified by
subsequent Board action. Due to staff inadvertence, this recommended
action was not included as part of earlier Resolution No. 92/716 .
