SUBJECT: APPOINTMENT TO THE MENTAL HEALTH ADVISORY BOARD
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Appoint to the vacant "Mental Health Professional" seat on the
Mental Health Advisory Board, replacing Tom Gerstel, to complete an
unexpired term ending May 31, 1994 :
Dennis Lepak

BACKGROUND:
As the attached letter from the Chair of the Mental Health Advisory
Board indicates, the MHAB would like to have Dennis Lepak appointed
to. the Board, even though it is likely that the Board' will be
restructured within the near future.. Our Committee agrees with the
value of appointing Mr. Lepak and -is, therefore, recommending that
he be appointed to the MHAB at this time.

Dear Supervisor Smith:
This memo is to follow up on our conversation last Thursday
regarding the appointment of Dennis Lepak to the Mental Health
Board. We would like Dennis appointed as soon as possible and do
not want to wait until the restructuring and appointment of the new
Board. Dennis understands that he, and everyone else on the
present Board, is not assured of appointment to the new Board.
As you know, Dennis was a member of the Board for six years and
served as Chair for two years. He also has valuable experience
gained from three years as Vice-President of the State of
California Organization of Mental Health Advisory Boards and was a
member of the State Mental Health Planning Commission. He is very
knowledgeable on the structure and function of local Boards. We
want him to participate, as a Board members during this transition
period.
For the past three . months, Dennis has, at my request, been the
interim Children's Advocate for the Mental Health Board. he
volunteered for that assignment with the assurance that he would be
appointed to the Board promptly.
Your assistance in expediting his appointment would be appreciated.
His application is attached for your review.
