SUBJECT: REPORT FROM MEETING WITH THE CHILD CARE TASK FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve this report from our Committee regarding our meeting
with the Child Care Task Force on January 25, 1993 .
2 . Approve the following Work Plan for the Child Care Task Force
for 1993 :
* Track and report to the Board of Supervisors as
appropriate on legislation . having to do with child care
and advocate for positions which have been taken by the
Child Care Task Force and/or Board of Supervisors .
* Identify, analyze and work for the removal of barriers to
the establishment or continued operation of child care
facilities and family day care homes . These include fees
and equipment requirements implemented by the County and
cities which unreasonably increase the cost to operate a
child care facility or family day care home and thereby
tend to reduce the number of day care slots which are
available in the County.
* Actively reach out to the private business sector in the
County to encourage the private sector to establish
employer-assistance child care programs and policies
which are supportive of a parent being able to obtain
high quality, affordable child care.

* Update and submit for approval by the Board of
Supervisors by June 30, 1993 the draft Child Care Plan on
which the Task Force has been working. Insure that the
Plan is consistent with the provisions of AB 2141
(Speier) as enacted in 1991 .
* Publicize the work of the Task Force and provide a forum
for educating the public on issues which impact the
availability and affordability of child care.
* Provide oversight to the allocation and use of federal
child care block grant funds and funds from any new
legislation which may be enacted in the immediate future.
* Stimulate the interest of school districts in becoming
involved in the work of the Task Force and more generally
in the entire subject of child care.
* Provide input to the community planning process, using
the West Pittsburg as a pilot project area.
* Review and comment on Environmental Impact Reports in the
County and cities in Contra Costa County, specifically in
regard to the attention which is paid to identifying and
mitigating the impact of new residential and commercial
developments on the need for child care in the County.
3 . Authorize the Internal Operations Committee to meet with the
Child. Care Task Force again on March 22, 1993 and report the
results of that meeting to the Board of Supervisors .
BACKGROUND:
For some time the Internal Operations Committee has been meeting
with the Child Care Task Force and providing a liaison between the
Board of Supervisors and the Task Force. Our Committee met again
with the Task Force on January 25, 1993 . The bulk of the meeting
was devoted to preparing a proposed Work Plan for 1993 and.
organizing the Task Force into subcommittees to address each
element of the proposed Work Plan. The above recommendations
contain the elements of that proposed Work Plan, which we are
recommending to the Board of Supervisors for their approval. With
the Board' s approval, we will continue to meet with the Child Care
Task Force and will report back regularly to the _Board of
Supervisors on the activities of the Task Force.

SUBJECT: AB 939 TASK FORCE APPOINTMENTS
The Board of Supervisors appointed Joel Corona, Recycling Manager of Richmond
Sanitary Service, to the Integrated Waste Management Task Force (Task Force) on
May 12, 1992. This appointment was to fill the position vacated by Mario Aquilino.
The term of this position ends December.31, 1992. Staff recommends that Mr.
Corona be reappointed for a full three year term. Mr. Corona's experience with the
Task Force over the last seven months provides the background and familiarity of
issues necessary to complete the Countywide Integrated Waste Management Plan.
The Board should also designate one of its members to the Task Force to fill the
position vacated by Nancy Fanden.
Please keep me informed and let me know if you would like our Department to prepare
the Board Orders for these appointments. If at all possible the appointments should
be made at the January.12 or 19, 1993 Board meeting, since the Task Force meets
on January 20, 1993.
