BACKGROUND: Several of the organizations which have been appointing members to the Hazardous Materials Commission wish to appoint alternates . The attached correspondence verifies each of these recommended appointments . Jean Siri has recommended that Henry Clark be appointed to replace her on the Commission. In addition, the terms of several members expired December 31, 1992 and they are each being recommended for reappointment. With former Supervisor Fanden' s retirement from the Board of Supervisors, it is necessary for the Board to appoint a replacement. Supervisor Smith is unable to serve on the Commission because of a schedule conflict. We would, therefore, appreciate having one of the other Board members indicate an interest in serving on the Hazardous Materials Commission. cc: County Administrator . Hallford, is Carporate, Director, Environmental Affairs of Tosco Refining Company, a division of Tosco Corporation. He is responsible for management of air, water, and waste programs, and corporate compliance with environmental regulations. He joined Tosco in 1963 , as an operations Analyst. He was named Manager of Economics & Planning at Tosco's Avon Refinery in Martinez , California, in 1976. He was promoted to Manager of Administration in 1983 , and was named to his current position in 1988. Mr. Hallford was born in Porterville, California. He holds a bachelor's degree in Chemical Engineering from the University of California, Berkeley. He is past president of the Industrial Association of Contra Costra County and the Rotary Club of Martinez. Van Martssistant County Administrator SUBJECT: APPOINTMENTS TO THE HAZARDOUS MATERIALS COMMISSION The Board of Supervisors has two seats on the Hazardous Materials Commission. They have been Supervisor McPeak and Supervisor Fanden. Supervisor McPeak's term expired December 31, 1992 . Supervisor Fanden's term expires December 31, 1994 . With Supervisor Fanden's retirement, she needs to be replaced and Supervisor McPeak should either be reappointed or replaced with another member of the Board. The Hazardous Materials Commission generally meets the fourth Wednesday of the month from 2 :30 P.M. to 4 : 30 P.M. at the Central Contra Costa Transit Authority Board of Director's Conference Room on Arnold Industrial Way in Concord. The Commission would appreciate your consulting with the other members of the Board and then either making a recommendation to the Board-for these appointments or advising staff so we can place the appointments on the Board's agenda. The next meeting of the Commission is January 27, 1993, so appointments on January 26, 1993 would be particularly timely.
