SUBJECT: REPORT ON COMPOSITION OF THE KELLER CANYON LANDFILL CITIZENS'
ADVISORY COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Delete the seat on the Keller Canyon Landfill Citizens ' Advisory
Committee which was reserved for a representative from the Bay Area
Rapid Transit District (BARTD) on the basis that BARTD has not sent
a representative to meeting of the Committee and has not responded
to repeated attempts to contact the District.
BACKGROUND:
As the attached memorandum from Vicki Conklin indicates, repeated
efforts have been made to contact BARTD and encourage them to send
a representative to meetings of the Keller Canyon Landfill
Citizens ' Advisory Committee. The Keller Canyon Landfill Citizens '
Advisory Committee has therefore recommended that the Board of
Supervisors delete this seat and our Committee concurs with this
action.

SUBJECT: REMOVAL OF BAY AREA RAPID TRANSIT DISTRICT
FROM KELLER CANYON LOCAL ADVISORY COMMITTEE
RECOMMENDATION
Due to lack of participation, recommend that the Board of
Supervisors remove the seat for the Bay Area Rapid Transit District
from the Keller Canyon Local Advisory Committee.
BACKGROUND
On July 27 , 1992, the Board of Supervisors authorized staff to
write to organizations whose attendance at meetings of the Keller
Canyon Local Advisory Committee (LAC) was less than 50%, 'to urge
more regular attendance or to assign a replacement representative.
This would allow the Committee to sustain a quorum for the business
of conducting meetings .
As reported to the Board's Internal Operations Committee, all of
the organizations contacted indicated their continuing desire to
remain represented on the LAC. However, there has not been a
representative from the Bay Area Rapid Transit District (BART) at
a committee meeting since November of 1991 .
At their November, 1992 meeting, the LAC requested staff to write
again to BART, indicating that if there was no attendance at the
December meeting, the LAC would recommend removal of their seat
from the committee. As BART neither responded to the written
communication, nor was represented at the December meeting, the LAC
recommends this position be removed from the committee.

Operations Committee as follows:

I think your memo was quite clear in terms of the efforts which
have been made to get BART to either send a representative to
meetings or respond to letters. Therefore, I think whether you
want to attend the meeting is up to you.
