Create a Countywide Fire Services Coordinating Committee, consisting of the following members : A. Supervisor McPeak and Supervisor Smith, who will co-chair . the Committee. B. A representative from the Contra Costa , Taxpayers '. Association, appointed by the Taxpayers ' Association. C. One representative each from: Contra Costa Council West County Council of . Industries Industrial Council of Contra Costa County Building Industry Association Each organization is to name its own representative.. D. One management representative from each of the following Fire Protection Districts, either the Chief or his designee, with the understanding that the Board of Supervisors hopes that Chiefs Little, Maxfield and Acting Chief Cooper will name themselves and then include a top management representative from the Orinda and West County Fire Protection Districts: Contra Costa County Fire Protection District Riverview Fire Protection District Moraga Fire Protection District Orinda Fire Protection District West County Fire Protection District F. One represented fire personnel from each of the following Fire Protection Districts, to be named by Local 1230, with the understanding that the representative from each District will be an individual who is employed in that District: Contra Costa County Fire Protection District Riverview Fire Protection District Moraga Fire Protection District Orinda Fire Protection District West County Fire Protection District G. One representative each from the following: AFSCME Local 512/2700, appointed by AFSCME Emergency Medical Care Committee (EMCC) , appointed by the EMCC. H. One representative from each of the following cities which is located, in whole or in part, within one of these five Fire Protection District, to be appointed by the respective city (town) council, with the request from the Board of Supervisors that the appointee either be the city' s representative on the Board of Fire Commissioners, or a member of the city (town) council : Antioch Concord Clayton Lafayette Martinez Moraga Orinda Pittsburg Pleasant Hill San Pablo Walnut Creek 2 . That the Board of Supervisors consider the wisdom of adding five at-large members to the Fire Services Coordinating Committee, one appointed by each member of the Board of Supervisors . 3 . That the Board of Supervisors establish a City Fire Services Liaison Committee, consisting of the representatives from the cities named above, to be a subcommittee of the Fire Services Coordinating Committee, to provide liaison to the Board of Supervisors on the cities ' perspective on funding and organizing the fire service which is provided to the residents of these cities . 4 . That the Board of Supervisors designate the Ad Hoc Fire District Liaison Committee for the Contra Costa County Fire Protection District, which was created by the Board of Supervisors on January 5, 1993, as a regional subcommittee of the City Fire Services Liaison Committee. -2- r 5 . That the Board of Supervisors define "Central County" for purposes of the Central County Regional Fire Services Coordinating Committee as the territory encompassed by the Moraga, Orinda and Contra Costa County Fire Protection Districts . 6 . That the Board of Supervisors establish a Central County Regional Fire Services Coordinating Committee, consisting of Supervisors McPeak and Smith, the Commissioners, management and Local 1230 representatives from the Moraga, Orinda and Contra Costa County Fire Protection Districts, the city representatives from the cities of Concord, Clayton, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, and Walnut Creek, the AFSCME and EMCC representatives, and the representatives from the Contra Costa Council, Contra Costa Taxpayers ' Association and Building Industry Association. This Committee shall be a regional subcommittee of the Countywide Fire Services Coordinating Committee. 7 . Charge the Countywide Fire Services Coordinating Committee with reviewing how resources are organized and deployed in these five Fire Protection Districts, what steps could be taken to provide the most cost-effective fire service and provide their advice and recommendations to the Board of Supervisors . 8 . Authorize the Countywide Fire Services Coordinating Committee to hold its initial meeting on February 22, 1993 and thereafter as the Committee determine is appropriate. 9 . Approve the following agenda for the first meeting of the Countywide Fire Services Coordinating Committee: 1 . Overview of Fire Services Funding A. Local Property Taxes B. Special District Augmentation Fund C. Fees D. Governor's Budget Proposal 2 . Review of Budget and Personnel of Each District A. West County Fire Protection District B. Orinda Fire Protection District C. Moraga Fire Protection District D. Riverview Fire Protection District E. Contra Costa County Fire Protection District 3 . Presentation on Fire Suppression Assessments 4 . Discussion of Options for: A. Saving Money and Increasing Cost-Effectiveness B. Streamlining Administration 10 . Request the co-chairs of the Countywide Fire Services Coordinating Committee to report back to the Board of Supervisors as events warrant such reports . BACKGROUND: On December 8, 1992, the Board of Supervisors referred to the Internal Operations Committee the specific composition of a countywide fire services coordinating committee, based on the recommendations which had been made to the Board of Supervisors by the County Administrator. On January 25, 1993 our Committee met with representatives from the Orinda, Moraga, Contra Costa County, Oakley, West County and Bethel Island Fire Protection Districts, the city of Concord and Town of Danville, Local 1230 and interested citizens . Supervisor Bishop also joined us for a portion of the discussion. We received a written communication from the Board of Fire Commissioners of the -3- Contra Costa County Fire Protection District, a copy of which is attached to this report. We discussed fully the various combinations of members which would be needed to insure that all affected parties are at the table when the Board of Supervisors considers issues regarding the fire service. We have arrived at the above recommendations after consulting with all of those present. We want to make it clear that this Countywide Committee is in addition to the regional efforts Supervisor Torlakson has underway in East County and that Supervisor Powers has underway in West County. It is our hope that the representatives from the Riverview and West County Fire Protection Districts can keep the Countywide Committee briefed on these activities. In addition, we hope that the representatives from the Riverview Fire Protection District will keep the volunteer districts in East County briefed on the activities of the Countywide Committee. Scott Tandy from the County Administrator's Office briefed us on the public information activities which are going to be undertaken by that Office and the Fire Districts in support of the benefit assessment for fire service. Haynes, Chairman Board of Fire Commissioners SUBJECT: Fire Service Committees Recent action by the Board of Supervisors has established the following: 1 . An Ad Hoc Fire District Liaison Committee for the Contra Costa •. County Fire Protection District charged with "maintaining liaison between the cities and the Board of Supervisors on reorganization issues affecting the Contra Costa County Fire Protection District. " _ 2 . A Citizens Task Force for the Contra Costa County Fire Protection District for the purpose of "advising the Board of Supervisors on mechanisms which should be used to adequately fund the Contra Costa County Fire Protection District. " 3 . A Fire Services Coordinating Committee (one each in West, Central and East County) to "explore fire district funding and organizational issues . " The above three ( 3) committees are in addition to theexisting and long- standing Contra Costa County Fire Protection District' s Board of Fire Commissioners, an advisory body to the Board of Supervisors . F In an effort to streamline government, reduce paperwork and operate efficiently as your Board has directed, we believe the newly-created Central County Fire Services Coordinating Committee working with our Contra Costa County Fire District Fire Commissioners can accomplish the objectives of exploring reorganization issues and funding matters . We feel reorganization and funding concerns are interrelated and need to be explored jointly by the same committee rather than separate ones . We further believe the Central County Coordinating Committee is the appropriate committee to address these reorganization and funding issues, and recommend that it be comprised as follows : 1 . Two (2) Board of Supervisors members serving the Central region. 2 . A representative of each city in the Central region. The Fire Chief of each Fire District in the Central region. 4 . The Chairperson of each Fire Commission/Board of Directors in the Central region. 5 . A representative of the Taxpayers Association. 6 . A representative of business or industry located in the' Central region. 7 . A representative of United Professional Firefighters, Local 1230 . In light of the above, it appears that both the Ad Hoc Fire District Liaison Committee and the Citizens Task Force for the Contra Costa County Fire Protection District are not needed. However, if your Board still believes there is a need for all three ( 3) of these new committees, please clarify for us the following: • Why have three ( 3) committees when one deals with both organization and funding issues, the second deals only with organization issues and the third only funding issues? • How will the work of the three (3) committees be coordinated in view of their overlapping missions? • Will the County Administrator' s office provide staff and clerical support to these three ( 3) committees? • What are the specific differences you see in the mission of each of the three ( 3) committees?
