That the Board of Supervisors of Contra Costa County endorses the West County fire chiefs' proposed plan to consolidate the seven West County fire agencies (Kensington Fire Protection District, EI Cerrito Fire Department, Richmond Fire Department, West County Fire Protection District, Pinole Fire Protection District, Pinole Fire Department and Rodeo-Hercules Fire Protection District) into one autonomous district with its own elected board of directors and its own means of funding as described in the 1987 State Fire District Law. 2. As an alternative to consolidating all West County fire agencies, look at the possibility of consolidating • only a portion of the West County fire agencies and/or consolidating with the Contra Costa Fire Protection District, as well as consolidating any Central County districts with the Contra Costa Fire Protection District. 3. Direct County Counsel, County Administrator and County Fire Personnel to: A. Review details of the proposal. B. Develop a procedure as to how the district will be formed. C. Set a tentative timetable for discussion with other fire organizations. BACKGROUND: Item 1 was designed by the West County fire chiefs' by direction of the West County Fire Advisory Group that includes representation from all the West County fire commissions and all West County city councils. After the proposed consolidation plan was introduced, it was decided by the West County Fire Advisory Group that the plan needed endorsement for further detailed work to be done. Each city council, fire commission and the Board of Supervisors must make a recommendation on the plan before the next meeting of the West County Fire Advisory Group which takes place on March 24th. Cost savings have to be made so Item 2 should also be considered. The Fire Authority is envisioned to be an autonomous agency with ars elected Board of Directors serving as its governing body. It would consist of 15 fire stations 'arid approximately oximately 213 personnel . ADVANTAGES • Reduction of operating costs Elimination of duplicated personnel - Elimination, of duplicated apparatus and equipment - Elimination of duplicated services L - Obtain purchasing discounts due to volume buying • Enhanced emergency response capability • Passible improved ISO rating and insurance rate reduction x Elimination of artificial and impractical service boundary lilies • Enhanced, fully-developed training program with common training facilities and availability of a full range of training aids • Standardization of fire apparatus and equipment • Staff specialization Potential for a new communications facility dedicated to ? ire dispatching • Centralized clerical staff • Potential for a hew apparatus shop to service vehicles and provide a scheduled preventive maintenance program • Ability to acquire special equipment as a larger organization • Stronger, higher quality programs in the areas of training; pub- lic education, company inspection, reserve firefighters, fire prevention, etc. • Uniform entry requirements for new firefighters and promotional requirements for existing personnel f • Uniform set of Rules & Regulations, Administrative Bulletin=, I Personnel Management Regulations, SOPS, etc. � • Greater promotional opportunities as _a larger organization • Unity of command f I • Increased ability to obtain funding for capital expenditures due to A broader tax base and resulting lower assessments • Forced analysis and revised perspective (modernize systems) • Increased political clout • Easier ability to determine appropriate number of stations and their locations DISADVANTAGES • Perceived loss of local control
