SUBJECT: Clearing Obstructions to Ground Lease - Airport Center
SPECIFIC REGUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize payment to Airport Center lessee, Reynolds & Brown,
in the amount of $48, 155 for necessary construction
replacement of wash rack at Buchanan Field Airport.
2 . Direct County Auditor-Controller to make payment from the
Airport Enterprise Fund, budget unit 4853, account 4667 .
BACKGROUND:
When the Airport Center Ground Lease was signed with Reynolds &
Brown, the County agreed to provide a clear site, free of physical
encumbrances . The meets and bounds description for the ground
lease area was checked by the Department of Public Works and made
a 'part of the ground lease. The meets and bounds description
reviewed and checked had remained unchanged since 1984- but did not
indicate that a small airplane wash rack facility was now located
in the ground lease area. Thus, when the lease was signed it
included the wash rack in part of the proposed parking area for
PACE. Because of this failure to provide a clear lease site and to
resolve a claim dispute with Reynolds & Brown, it was concluded
that replacement wash rack construction should be undertaken by
Reynolds. & Brown, ( for its cost) . during the overall site preparation

for the PACE and Sportmart Ground Lease improvements . The payment
is the total compensation for demolition, grading, plumbing,
electrical, concrete and supervision incurred to construct a new
wash rack outside of the ground lease area. It is requested that
this conclusion and claim compromise be approved and ratified by
implementation of the above-state recommendations .
