THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 2, 199;x, by the following vote:
AYES: Supervisors Powers, Smith, Bishop, McPeak, Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Labor Problems. at Casa San Miguel Convalescent Hospital
in Concord
The Board received a letter dated January 19 , 1993 , from Donna
Gerber, Director of Organizing, Hospital and Health Care Workers'
Union, SEIU, Local 250, 560 - 20th Street, Oakland 94612, regarding
unfair labor problems at Casa San Miguel Convalescent Hospital in
Concord.
Speaking on this matter were:
Steve Roberti, Central Labor Council, 525 Greent Street,
Martinez and
Donna Gerber, Hospital and Health Care Workers' Union.
IT IS BY THE BOARD ORDERED that this matter is REFERRED to the
Health Services Director for investigation of the situation at . the
Casa San Miguel Convalescent Hospital and particularly the impact on
patient care.
IT IS FURTHER ORDERED that the Director of Health Services is
DIRECTED to send a letter to the managers of the Convalescent
Hospital explaining the County' s position in support of fair labor
practices.

On behalf of employees at Casa San Miguel Convalescent
Linda Beckman Hospital in Concord and Hospital and Health Care Workers '
Bob Skillman Union , Local 250, SEIU, I am sending ,a copy of the enclosed
District 3: report to the Board of Supervisors . We are requesting that
Lauren Ball this report be placed on the agenda for January 26, 1993 as
Russell Bullock correspondence. .

Eileen Abalos As you will see in this report which is authored by a
Rosie Byers "Citizen 's Commission , " all is not well at Casa San Miguel .
Oletha Hunt The Commission is composed of a group of community activists
Bob Lewis who held a public hearing on December 3 , 1992 to investigate
District 5: allegations of Union busting and racism. Based upon their
Margaret Lubey investigation , they issued the enclosed report and
District 6: recommendation to the Contra Costa County Human Relations
Sue Guilford Commission at its regular meeting on January 13, 1993•

Lois Herron Local 250 has filed all the appropriate g ro riate char es with the
National Labor Relations Board and the Equal Employment
Dorothy Ballet Opportunity Commission, but litigation of this kind takes

in this manner and we are hopeful that Casa San Miguel
management can agree to come to the bargaining table and work
out solutions that are reasonable and mutually beneficial .
We ask that the Board support the Commission ' s report and
recommendations.
