SUBJECT: FY 1991 Emergency Shelter Grant Contract
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development or his designee to
enter into a contract with the Housing Authority of the County of
Contra Costa providing $72,000 in FY 1991 Federal Emergency Shelter
Grant (ESG) Funds to support operations at the Central . County
Emergency Homeless Shelter in North Concord.
FISCAL IMPACT
No General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On March 5, 1991, the Board of Supervisors approved an application to
the U.S. Department of Housing and Urban Development (HUD) for $72,000
in FY 1991 ESG funds to help establish a new emergey homeless

shelter to serve the needs of East and Central County. In December
of 1991, the County opened the Central County Emergency Shelter in
North Concord for this purpose. The FY 1991 ESG funds will be used
for the following eligible operating costs at the Central County
Shelter: food; repairs and maintenance; trash removal; rent/lease
costs; and water and sewer.
