Way/Opportunity West
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair, Board of Supervisors, to execute on
behalf of the County, Contract Amendment Agreement #24-607-3 effective
November 30, 1992, to amend Standard Contract #24-607-1 (as amended by
Contract Amendment Agreement #24-607-2) , with United Way/Opportunity
West, which provides services for the "Partnership for a Drug Free
Contra Costa" Project. Approval of this Contract Amendment will
increase the payment limit of the Contract by $38, 676, from $64,460 to
a new total payment limit of $103,136, and extend the term of the
Contract through February 28, 1993 .
II. FINANCIAL IMPACT:
This contract is funded under a Grant Award from the U.S. Department
of Health and Human Services (Office of Substance Abuse Prevention)
for the "Partnership for a Drug Free Contra Costa" Project. No
County funds are required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Federal Grant Award for the "Partnership for a Drug Free Contra
Costa" Project requires implementation of the project through
contracts with agencies and organizations in each of the five
supervisorial regions of Contra Costa County. United Way/Opportunity
West, has been providing services to implement the project in the West
region of the County, since 1991. .
Approval of Contract Amendment Agreement #24-607-3 will allow the
Contractor to maintain the current level of services while
negotiations for a permanent grant manager are continuing.

AMENDMENT SPECIFICATIONS

In consideration for Contractor's agreement to provide additional units of
services under this Contract, County agrees to increase the payment limit of
the Contract identified herein (as amended by Contract Amendment Agreement
#24-607-2) . County and Contractor agree, therefore, to amend the Contract as
specified below, while all other parts of the Contract remain unchanged and
in full force and effect:
1. Extension of Term. The term which is set forth in Standard
Contract Paragraph 3 . (Term) , is hereby extended from November 30, 1992 to
February 28, 1993.
2. Payment Limit Increase. The Contract Payment Limit set forth in
Standard Contract Paragraph 4 . (Payment Limit) is hereby increased by
$38,676, from $64,460 to a new total Payment Limit of $103,136.
3 . Budget of Estimated Program Expenditures Amendment. The Budget of
Estimated Program Expenditures specified in Service Plan Paragraph 3.
(Budget) is hereby deleted and replaced with a new Budget of Estimated
Program Expenditures (#24-607-3) which is attached hereto and incorporated
herein by reference.
4. Service units Increase. The total number of service units set
forth in Service Plan Paragraph 6. (Units of Service) are hereby increased
from 1, 125 to a new total of 1,800 units of service.
5. Cost Report and Settlement Modification. Special Conditions
Paragraph 1. (Cost Report and Settlement) , Subparagraph a. (Due Date and
Procedure) , is hereby amended as follows:
a. The due date for submission of Contractor's cost report to
County is amended to read "April 15, 199311, and
b. References to the Contract ending date are hereby amended to
read "February 28, 1993".

D. CHANGES IN COST CATEGORY AMOUNTS. Subject to the Contract Payment Limit,
each cost category Subtotal Amount set forth in Section A.1. above:
1. May vary by up to 15% without approval by County; and
2. May be changed in excess of 15% provided, however, that Contractor
has obtained written authorization prior to January 15, 1993 from
the Department's Substance Abuse Division Director before
implementing any such budget changes;
3. Except that the total amount for Indirect Costs may not exceed the
Total Gross Allowable Program Cost amount for Indirect Costs set
forth above.
E. AGENCY PROGRAM BUDGET. Contractor shall submit to County, for
informational purposes upon request, its total Corporation budget including: all
program budgets, all revenue sources and projected revenue amounts, all cost
allocations, and line item breakdown of budget categories to include salary
levels listed by job classification as well as detailing of operational and
administrative expenses by cost center and listing numbers of staff positions by
job classification.
F. DETERMINATION OF INDIRECT COSTS. Contractor shall determine its indirect
costs under this Contract in accordance with generally accepted accounting
principles, including, but not limited to, the allocation of indirect costs to
each of Contractor's cost centers proportionately based: (1) on the ratio of
each cost center's direct salary costs to the total direct salary costs for all
cost centers combined, or (2) on the ratio of each cost center's direct costs to
the total direct costs for all cost centers combined.
G. SUBCONTRACT REQUIREMENTS. If Contractor proposes to subcontract for any
services under this Contract in accordance with Service Plan Paragraph 4.f.
(Subcontracts) , Contractor shall submit a "Project Work Statement" in the form
and manner prescribed by County, detailing the scope of work and payment
provisions of the proposed subcontract, to County's Substance Abuse Division
Director for his/her approval prior to the awarding of any such subcontract
hereunder.
