D R A F T Proposed Salary Range: C5-2233 ($4235-5148) Contra Costa County January 1993 DIRECTOR,.OFFICE FOR SERVICE INTEGRATION DEFINITION- Under general direction promotes, designs, implements and monitors policies, programs and other activities that integrate services within the Health Services Department, as well as between the department and other County departments or agencies; manages specific collaborative projects which demonstrate service integration models; supervises subordinate staff; and performs related work as required. DISTINGUISHING CHARACTERISTICS: This single position class is distinguished by its responsibility for the provision of technical and policy advice to senior program managers to identify opportunities for service integration and to increase the effectiveness .of collaborative projects. It is distinguished from Perinatal Care Coordinator in that the latter is responsible for coordinating the implementation of comprehensive care and outreach activities. The incumbent in this class reports to the Assistant to the Health Services Director-Exempt. TYPICAL TASKS- - Develops and analyzes policies and procedures related to service integration; - Provides direction for the design and implementation of inter-agency and inter-divisional models for integrated services; Participates in short and long term planning efforts by divisions, including general and specific needs assessments, program planning and development efforts; Monitors program expenditures to insure compliance with budgets and applicable State and Federal regulations; Allocates fiscal and personnel resources to maximize program effectiveness; Reviews program operations and services for consistency with the department goals and policies; - Monitors and evaluates program activities; Identifies new resources and develops proposals to secure funding; - Establishes and maintains communication with advisory boards, interest groups and related programs; 1600T - Chairs County-wide committees and task forces to assess needs and continue program development; Represents the department at inter-agency meetings;. - Supervises subordinate professional and clerical staff. MINIMUM QUALIFICATIONS: -ogram Education: Possession of a baccalaureate degree from an accredited college or university with a major in either public health administration, health care , administration, public administration or a closely related field. Experience Required: Four (4) years of full-time experience or its equivalent in a public health or health services agency developing and/or managing multi-functional programs, at least two years of which were in a supervisory or administrative capacity. Substitution for Experience: Possession of a Masters degree with a major in public health, health care administration or public administration or closely related field may be substituted for one year of the non-supervisory or administrative experience. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of public health and health care services for low-income and special needs populations; knowledge of current health care issues and trends that impact health care delivery; knowledge of government mandates, funding sources, organizational structures and a broad range of related public services; knowledge of modern practice's of management and supervision; ability to analyze complex situations and data, develop options and recommend solutions; ability to interpret and apply rules and regulations; ability to work collaboratively with a variety of service agencies and program administrators; ability to supervise the work of others; ability to advocate for system, policy and personnel changes in a positive and effective manner.
