D R A F T Proposed Salary Range: C5-2070 ($3598-4374) Contra Costa County January 1993 PERINATAL SUBSTANCE ABUSE COORDINATOR - PROJECT DEFINITION: Under direction, plans, coordinates and implements a multi-agency, multi-service substance abuse program for pregnant and post-partum women and their children; develops policies and programs in conjunction with other Health Services units, other County departments and community agencies; and performs related work as required. DISTINGUISHING CHARACTERISTICS: This single position project class is responsible for the design and implementation of policies, programs and activities that will reduce and reverse the negative consequences of perinatal substance abuse. It is distinguished from Perinatal Care Coordinator in that the latter is responsible for -the development of a comprehensive perinatal care and outreach system in our County. The incumbent of this class works in a Federal or State funded project position administered by Contra Costa County. This class is exempt from the classified service.. TYPICAL TASKS: Plans, coordinates and implements the Options for Recovery Project; - Monitors the annual Project budget; ' Facilitates operational decision making and policy formulation through meetings of the Operations 'Team and the Options for Recovery Executive Committee; Maintains on-going contact with collaborating agencies, divisions and departments; Promotes, develops and staffs the Alcohol, Drug Abuse and Perinatal Task Force (ADAPT) ; Develops and implements project wide protocols for intake and referral, detoxification, discharge, treatment and case management service planning and case conferences; - Oversees development of inter-agency agreements; . - Arranges project outreach and community relations activities; - Coordinates training for all project components; - Directs the development of data collection and the management and analysis of the reporting system; Coordinates project participation in a State-wide evaluation; Develops internal program monitoring and improvement methods; Designs and implements quality assurance mechanisms for all project service components. MINIMUM QUALIFICATIONS: Education: Possession of a baccalaureate degree from an accredited college or university with a major in sociology, psychology, health education, social work or a closely related health care field. `Experience: Two years of full-time exper.ierice or its equivalent providing direct perinatal substance amuse services or performing administrative duties in either a perinatal Health care or substance abuse program. Substitution: One additional year of qualifying experience may be substituted for the required academic major. KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles acid practices of modern health care administration; knowledge of the principles and techniques used in the field of substance abuse treatment; knowledge of current perinatal health care issues and trends that .impact health care delivery; knowledge of Federal, State and County rules and regulations as they apply to health care delivery and substance abuse i:.reatment; ability to gather and analyze factual data; ability to analyze administrative problems and recommend solutions; ability to plan, direct and coordinate the work of others; ability to write clear and concise reports and correspondence; ability to establish and maintain effective working relationships with professional, medical, administrative and clerical staff and .representatives of other agencies.
