BRAGDON "" Costa DIRECTOR OF COMMUNITY DEVELOPMENT '' County DATE: January 27, 1993 SUBJECT: Appointments to the Hercules Specific Plan Steering Committee SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Appoint Supervisors Jeff Smith and Tom Powers to the Hercules Specific Plan Steering Committee. FISCAL IMPACT None. x BACKGROUND Y. In May 1989, the City of Hercules filed a complaint with `respect to' the Contra Costa County' s role, under Revenue and Taxation Code' Section 99, in negotiating a property tax exchange agreement related to the proposed Franklin Canyon Golf Course Property Annexation. In February 1990, the City, the County, and Franklin Canyon Enterprise entered into an agreement settling the litigation, and the City and County entered into a property tax transfer agreement. The settlement agreement outlined a procedure, agreed to by all parties, under which the development of the Franklin Canyon Golf Course Property would proceed. It also set forth the parties' agreement on four substantive matters. The Property owner agreed to participate in the Specific Plan process. The Specific Plan is to be conducted under the general supervision of a Specific Plan Steering Committee, as follows: Seven (7) Members: County Board of Supervisors - 2 City Council - 2 County Planning Commission - 1 City Planning Commission - 1 Appointed by Steering Committee - 1 RdV:rw Radm/hercules.bos
