The Board of Supervisors of Contra Costa County, California
Adopted this Order on February 23, 1993 , by the following vote:

SUBJECT: San Francisco Bay-Delta Estuary Protections Resolution
The Board received a letter dated February 8, 1993,from Lori Griggs, Executive Director, Committee
for Water Policy Consensus, requesting endorsement of a"San Francisco Bay Delta Estuary Protection"
resolution. Ms. Griggs advised that the State Water Resources Control Board is scheduled on March 1, 1993,
to consider draft Decision 1630(ID 1630)which sets terms and conditions intended to provide interim
protection for the public trust uses of the San Francisco Bay-Delta Estuary. In urging the Board's
endorsement of the resolution, Ms. Griggs commented on the need for a united and cooperative effort so as to
enhance the prospects for protecting the significant economic and environmental resources dependent on the
health and viability of the Bay-Delta Estuary, e.g., drinking water supplies, industry, agriculture, commercial
and sport fishing; shipping and port activity; fish and wildlife habitat; recreation; and tourism.
IT IS BY THE BOARD ORDERED that the resolution is hereby APPROVED with staff instructed to
transmit same to the State Water Resources Control Board.

Estuary Protections ) February 23, 1993
WHEREAS the San Francisco Bay-Delta Estuary is the largest inland estuarine system on the West Coast of
North and South America,home to more than 100 species of fish,an estimated 800,000 waterfowl and shore birds,and is
a major stop-over on the migratory Pacific Flyway;and
WHEREAS the 12-County Bay-.Delta region is home to more than seven million Californians and its economy is
dependent upon the quality of the environment and the health of this important estuarine resource;and
WHEREAS water divisions with the Central Valley and from the Estuary have contributed to major declines in
numerous fish,wildlife and plant species in the Estuary,to the point that winter-run salmon,the Delta smelt,and several
other fish species are now threatened with extinction;and
WHEREAS the California State Water Resources Control Board(SWRCB)has proposed new environmental
standards for the Estuary(draft"Decision 1630")which will help to stabilize the estuarine environment by insulating fish
from the export pumps during critical periods,by mandating pulse flows to help transport fish,eggs and larvae
downstream,and by creating a$60 million/year mitigation fund;and
WHEREAS the Estuary needs the protection of Decision 1630 immediately,yet legitimate concerns have been
raised that the environmental benefits of Decision 1630 may be less and the water supply impacts greater than projected;
and
WHEREAS the SWRCB acknowledges that draft Decision 1630 will not provide adequate long-term protection
to the Estuary;
NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors URGES the State
Water Resources Control Board to adopt draft Decision 1630 as soon as possible.
BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors REQUESTS the State Water
Resources Control Board to take up environmental and water user concerns immediately after the adoption of Decision
1630 and to move the development of long-term protective standards for the Estuary.
PASSED and ADOPTED this 23`d day of February, 1993,by unanimous vote of the Board.

Dear Sunne:
We have just sent a letter addressed to the Chair and members of your Board of Supervisors to urge
your Board's endorsement of a "San Francisco Bay-Delta Estuary Protections" resolution. A copy
of that letter and sample resolution are enclosed for your information.
As your Board's representative to the CWPC, I hope that you will sponsor the resolution and ensure
that it gets scheduled for action. Time is of the essence, as the State Water Resources Control
Board is scheduled to consider Decision 1630 for adoption at a March 1 hearing. We encourage
your Board to adopt the sample resolution and send it to the SWRCB, as follows:

Dear Tom and Board Members:
Enclosed is a sample resolution regarding San Francisco Bay-Delta Estuary protections and the State
Water Resources Control Board's (SWRCB) draft Decision 1630 (D 1630), which sets terms and
conditions intended to provide interim protection for the public trust uses of the San Francisco Bay-
Delta Estuary.
I am writing to urge your Board's endorsement of the resolution. A united and cooperative effort
in this region will enhance the prospects for protecting the significant economic and environmental
resources dependent on the health and viability of the Bay-Delta Estuary, e.g., drinking water
supplies; industry; agriculture; commercial and sport fishing; shipping and port activity; fish and
wildlife habitat; recreation; and.tourism.
Time is of the essence. The SWRCB will consider D 1630 for adoption at a hearing on March 1.
It would be helpful for your Board to endorse and forward the resolution to the SWRCB prior to
March 1.
As the resolution notes, there are uncertainties about the environmental benefits of D 1630 and
about projected water supply impacts. We believe the SWRCB needs to adopt D 1630 as soon as
possible and begin immediately to address the concerns raised by water users and environmental
representatives.

immediately after the first iteration of D 1630 is adopted; and be it further
RESOLVED: That the SWRCB should move immediately to develop long-term protective
standards for the Estuary.
