Bi-Bett Corporation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair, Board of Supervisors, to execute on
behalf of the County, Contract Amendment Agreement #24-640-2 with Bi-
Bett Corporation, to amend Novation Contract #24-640-1 (effective July
1, 1992 through June 30, 1993) effective January 1, 1993, to increase
the Contract Payment Limit by $56,735, from $56,736 to a new total
payment limit of $113,471. This Contract Amendment Agreement includes
an increase in the six-month automatic extension payment limit from
$28, 368 to a new extension payment limit of $56, 736. The Contractor
provides residential substance abuse treatment for County clients
referred through the Bay Area Service Network (BASN) Project.
II. FINANCIAL IMPACT:
This project is funded 100% by monies from the California Department
of Corrections through the State Department of Alcohol and Drug
Programs. No County match is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The California Department of Corrections (CDC) funds, through the
State Department of Alcohol and Drug Programs, substance abuse
treatment services for CDC-approved parolees, referred to as the Bay
Area Service Network (BASN) Project.
On September 15, 1992, the Board approved Novation Contract #24-640-1
with Bi-Bett Corporation for four (4) residential beds for the BASN
Project at Contractor's Diablo Valley Ranch facility.
Approval of Contract Amendment Agreement #24-640-2 will double the
number of beds (from four beds to eight beds) available for CDC-
approved parolees in Contractor's residential substance abuse
treatment facility.

AMENDMENT SPECIFICATIONS
Number 24-640-2
In consideration for Contractor's agreement to provide additional
units of services under this Contract, County agrees to increase
the payment limit of the Contract identified herein. County and
Contractor agree, therefore, to amend the Contract identified
herein as specified below, while all other parts of the Contract
remain unchanged and in full force and effect:
1. Payment Limit Increase. The Contract Payment Limit set
forth in Standard Contract Paragraph 4. (Payment Limit) is hereby
increased by $56,735, from $56,736 to a new total Payment Limit of
$113,471.
2 . Service Units Increase. The total number of service
units set forth in Service Plan Paragraph 3 . (Number of Service
Units) are hereby increased from 1,460 to a new total of 2 ,920
units of service.
3 . Bed Increase. The number of beds Contractor shall make
available for use by County-approved clients in Contractor's Diablo
Valley Ranch residential care facility, as set forth in Service
Plan Paragraph 5. (Service Activities) , subparagraph b. , is hereby
increased from four (4) beds to a new total of eight (8) beds.
4 . Automatic Contract Extension Payment Limit Increase. The
amount of the six-month Payment Limit set forth in Special
Conditions Paragraph 2. (Automatic Contract Extension) is hereby
increased to a new total of $56,736.
