RECO14MENDATION
The Board authorize the Sheriff or his designee to execute a
police dispatching contract between the City of Rio Vista and the
County of Contra Costa, effective March 1, 1993.
FINANCIAL IMPACT
There is a positive financial impact on the County in executing
this contract . All services provided under the terms of the
Contract will be paid for by the City of Rio Vista. There is a
positive financial impact to the County by sharing the staff and
equipment under this Contract in that Rio Vista will be funding a
portion of the shared costs . The County will realize a net return
of $ 8, 143. 12 per year under the terms of this contract .
REASONS FOR RECOMMENDATION
The City of Rio Vista wishes to contract with the County for
police dispatching through the Sheriff's Department . The Sheriff' s
Department can provide the required services without adverse
impact and, through the Contract, may be able to mitigate a
portion of the fiscal difficulties.
BACKGROUND
For the last several years, the Board and CAO have emphasized the
need for departments to seek new sources of revenue to offset
operating expenses . The Support Services Division has been
relatively successful in utilizing available staff a equ ent
to generate revenue through contracts . The proposed contract 'th

dispatch position.

Failure to approve a contract will prevent the Sheriff' s
Department from offsetting some of the operational costs of the
911 emergency system. There will be more of a burden on the
general fund to support dispatch service, with a potential for
staff reductions to be more likely.

CONTRACT FOR POLICE DISPATCHING SERVICES
1. Parties. This contract is entered into by and between the City of Rio Vista (hereinafter
called the City) and the County of Contra Costa (hereinafter called the County).
2. Term and Termination. This contract shall become effective at 12:01 a.m. on March 1,
1993 and continue in force until terminated by either party giving written notice thereof to
the other party at least ninety (90) days prior to the termination date.
3. City Obligations. The City shall carry out that work and make to the County those
payments described in the Service Plan attached hereto and incorporated herein by
reference, subject to all the terms and conditions contained or incorporated herein.
4. Counly Obligations. The County shall provide those services and carry out that work
described in the service plan attached hereto and incorporated herein by reference,
subject to all the terms and conditions contained or incorporated herein.
5. Special Conditions/Service Plan. This contract is subject to the Special Conditions and
Service Plan attached hereto and incorporated herein by reference, subject to all the
terms and conditions contained or incorporated herein.
6. Legal Authority. This contract is entered into under and subject to Government Code
Sections 55631 through 55634.

SERVICE PLAN
1. Services. The County shall provide the City with police dispatching services including
dispatching, call-taking and supervision. The services provided shall be on the same level
as, but shall not exceed those services provided to the Sheriff's Patrol personnel except by
mutual agreement of both parties.
2.Equipment and Personnel. The County shall utilize its own equipment and personnel in the
Sheriff's Dispatch Center, Martinez. The City shall provide its own vehicle and portable
radios, and shall maintain them in proper working order. The City shall maintain internal
dispatch capability in the event that the Sheriff's Dispatch Center or the microwave relay
system is disabled or destroyed.
The City shallpay for installation and operating costs, for at least one telephone line to be
answered by the Sheriff's Dispatch Center, subject to availability of terminal space in the
Sheriff's Dispatch Center.
3. Records. The County shall prepare, maintain and store dispatch records, pertaining to City
dispatch services, similar to those maintained for Sheriff's Patrol Division. The City shall
have access to on-line records obtained through normal C.A.D. (Computer Aided Dispatch)
transactions pertaining to the City's operations.
4. Payment The City shall pay the County$28,143.12 for the first year of this contract, as set
forth below.
A. Annual cost for this contract shall be calculated as follows:
Personnel Cost
7 x patrol officer rate of $2,991.00 = $20,937.00
1 x administrative rate of$1,495.00 = $1,495.00
1 x chief rate of$ 0.00 = $0.00
Total $22,432.00
Population
3200 x $0.7866 = $2,517.12
B. Initial two (2) year cost:
Training
8 hrs annual training x$33.00 per hr= $264.00
Systems Management
60 weeks at 1 hr per week x $33.00 per hr= $1,980.00

Total $27,693.12
C. Initial but non recurring cost:
Computer/Geo-File preparation $450.00

Each quarter, the County shallprovide the City with an invoice representin one-fourth
(1/4) of the annual cost. The City shall remit to the County, within thirty �30) days of
receiving the invoice,the total sum shown.
5. Notification of Costs. By July 1 st of each year of the contract, the County shall notify the
City of the costs to be charged to the City under the contract for the succeeding year of the
contract. This contract shall be amended each year to set forth the costs to be charged to
the City under the contract. Cost increases shall be estimates, based on projected cost of
living increases for dispatching personnel. Costs billed shall be based on actual increases
and shall become effective coincidentally with salary increases.
SPECIAL CONDITIONS
1. Labor Relations. The County shall negotiate all labor relations agreements and personnel
rules, regulations and procedures between the County and its employees rendering
services under this contract. The County will investigate and take whatever action it deems
appropriate in response to any concerns by the City about County personnel performing
under this contract
2. interruption of Services. In the event that obligations by the County to furnish dispatching
services to the City under this contract are interrupted by strikes, boycotts or other forces
beyond County control, the County shall make a reasonable effort to continue providing
services to the extent possible and to fully restore services as soon as possible.
3. City and County Cooperation. The City shall give the County full cooperation and
assistance of its officers, agents and employees and hereby designates its Chief of Police
as its representative to coordinate with the Sheriff's Support Services Division all activities
provided pursuant to this contract.
With respect to this contract, the Sheriff's Department shall give the City full cooperation and
assistance of its officers, agents and employees and hereby designates the Commander of
its-Support Services Division to coordinate with the Chief of Police all activities provided
pursuant to this contract.
4. Notices. All written notices required by this Contract shall be deemed delivered when
deposited in the United States mail addressed as follows: County Administrator, Contra
Costa County, 651 Pine Street, Martinez, California 94553 - City Manager, P.O. Box 745,
Rio Vista, California 94571.
5. Indemnification.
(a) The City shall defend, save harmless and indemnify the County and its officers, agents
and employees from all liabilities and claims for damages for death, sickness or injury to
persons or property, including without limitation, all consequential damages, from any
cause whatsoever arising from or connected with the operations or the services of the
City hereunder, resulting from the conduct, negligent or otherwise, of the City, its agents
or employees.
(b) The County shall defend, save harmless and indemnify the City and its officers, agents
and employees from all liabilities and claims for damages for death, sickness or injury to
persons or property, including without limitation, all consequential.damages, from any
cause whatsoever arising from or connected with the operations or the services of the
County hereunder resulting from the conduct, negligent or otherwise,of the County or its
employees.
(c) This contract is by and between two independent contractors and is not intended to and
shall not be construed to create the relationship between the parties of agent, servant,
employee, partnership,joint venture or association. Accordingly,the City shall in no way
be considered an employer of any County officer or employee who provides services
under this contract; nor shall the County be considered an employee of any City officer
or employee.
6. No Third-Party Beneficiaries. Notwithstanding mutual recognition that services under this
Contract may provide some aid or assistance to members of the City's population, it is not
the intention of either the County or the City that such individuals occupy the position of
intended third party beneficiaries of the obligations assumed by either party to this
Contract.
7. Resolution of Disputes. The Police Chief or his specifically designated representative will
meet with the Sheriff's Support Services Division Commander or his designee to resolve
disputes that may arise regarding this contract.
8. Entire Agreement. This Contract contains all the terms and conditions agreed upon by the
parties. Except as expressly provided herein, no other understanding, oral or otherwise,
regarding the subject matter of this Contract shall be deemed to exist or to bind any of the
parties hereto.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIO VISTA
AUTHORIZING EXECUTION OF AN AGREEMENT WITH CONTRA COSTA COUNTY
FOR POLICE DEPARTMENT . COMMUNICATIONS SERVICES
BE IT RESOLVED by the City Council of the City of Rio Vista,
County of Solano, State of California that, in accordance with
Section 55632 of the Government Code of the State of California,
said Council does hereby authorize the City Manager and the Chief
of Police of the City of Rio Vista to execute the contract for
police dispatching services attached hereto as Exhibit "A, " and,
BE IT FURTHER RESOLVED that the City Clerk shall send copies
of this resolution and attachment to the County of Contra Costa .

ex-officio Clerk of the City Council of said City, do hereby
certify the above and foregoing to be a full, true and correct
copy of a Resolution of said City Council, which was regularly
