BACKGROUND: Under current law, County Counsel has advised the Retirement Board that only the Board of Supervisors has the authority to authorize the destruction of outdated records in the possession of the Retirement Association. While the Retirement Board and staff have no objection to seeking the authorization of the Board of Supervisors to destroy records which are no longer required, this seems an unnecessary requirement. The Retirement Board is, therefore, sponsoring legislation which would streamline this process by authorizing the Retirement Board to determine when it is appropriate to destroy its own records and to order their destruction. Assemblyman Rainey has introduced AB 254 to accomplish this authorization. This legislation appears consistent with the Board of Supervisors ' effort to streamline government and make it more cost effective and efficient. It is therefore recommended that the Board of Supervisors support AB 254 .
