The attached report, 1992 ANNUAL NOISE REPORT summarizes the noise complaint activity and
community concerns regarding Buchanan Field Airport aircraft operations. It summarizes factors
that influenced noise trends, the nature of complaints and days with a significant number of
complaints. Also included are the locations were complaints originated and a description of the
noise abatement program.

NOISE REPORT FOR BUCHANAN FIELD AIRPORT
February 8, 1993
1992 ANNUAL NOISE REPORT
The purpose of this report is to summarize community concerns regarding Buchanan Field
Airport aircraft operations for the year..1992. Many factors were reviewed to analyze
concerns expressed by airport neighbors. This report includes a description of factors that
influenced noise complaint trends. The nature and type of complaints were identified to
address unique concerns of individuals in the community. Complaints by type of aircraft
were.evaluated to identify any problematic aircraft operations. Encompassed in the report
is a summary of days in 1992 when a significant number of complaints occurred. Locations
where complaints originated are listed and a brief analysis as to why these complaints
occurred is given. Finally, a description of airport programs that were utilized to reduce
noise complaints for 1992 is included.
FACTORS THAT INFLUENCED NOISE TRENDS
The total number of complaints regarding aircraft activity associated with Buchanan Field
Airport for the year 1992, was 781. This is a 11% increase compared to the year 1991.
Factors that triggered this trend in complaints included statistical aberrations, operations,
media coverage and the weather.
STATISTICAL ABERRATIONS
One individual was responsible for 35.5% of the total complaints registered, logging 277
complaints in 1992. It was not uncommon for this individual to make more than 5 calls per
day to the noise complaint line. Because his complaints were identical in content and
focused on helicopter training operations, one complaint per day was registered for this
resident. It should also be noted that the caller lives less than 1/2 mile from the airport and
almost directly under a helicopter flight pattern. Ten residents were responsible for 457
complaints, this comprised 58.5% of all the complaints regarding Buchanan Field Airport.
Of the complainants remaining, each household averaged 1.4 calls per year.
OPERATIONS
The total number of operations for the year 1992 reached 286,320. This is a slight increase
of 2% over the previous year. Local operations for the year numbered 156,404, this is a
5.36% increase compared to 1991. During this time, total aircraft operations per complaint
averaged 367-to-1. This is slightly lower than 1991's ratio of 398 operations per complaint.
(An operation is considered any takeoff or landing)
MEDIA COVERAGE
In September and October of 1992, there were two fatal accidents in close proximity to
Buchanan Field Airport. For several weeks following these accidents there were a number
of newspaper articles and television news segments pertaining to Buchanan Field Airport
and aviation activity in Contra Costa County. These unfortunate incidents heightened the.
awareness and concern of airport neighbors. This concern was reflected by 79 complaints
for the month of October. Many of these residents did not necessarily complain of noise;
they had learned of the accidents and were concerned.
WEATHER
Daily weather conditions can elevate the number of noise complaints that the airport .
receives. For example, on days. that are overcast, the cloud layer can act as a reflector of
noise. Aircraft noise that would normally dissipate is focused by this natural sound barrier

off-site helicopter training area would drastically decrease the number of complaints from
this resident.
OTHER
In 1992, 281 or 36% of all complaints were logged as "other". There were 12 complaints for
this category in 1991. The category "Other", is used to keep track of all complaints that do
not fall into the above mentioned categories. This may occur when a resident indicates
several areas of concern in their complaint or is making a general complaint about aircraft
activity in the area. It should be noted that Buchanan Field Airport's most frequent
complainer is logged under this category. Of the 281 complaints in this category, he was
responsible for 277 in 1992.

HELICOPTERS
478 complaints were regarding helicopter'activities for the year 1992. Usually, these
complaints were related to helicopters operating in the flight pattern during training
activities and concern originated from a localized area of Pacheco. These callers live fairly
close to the airport in areas subject to frequent helicopter overflights. Helicopter operators
from Buchanan Field Airport are aware of this and operate over highways and major
thoroughfares to the maximum extent possible. However, flight paths may vary due to
aircraft separation dictated by the Air Traffic Control Tower, varying wind conditions. and
while helicopters transition to different runways.
It should be noted that the largest complainer to the airport accounts for over 58% of all
helicopter complaints. Three other callers account for another 1717o and the remaining
complaints are distributed among 88 households averaging one call per year. The acquisition
of an off-site helicopter training area would dramatically reduce the amount of helicopter
complaints.
SINGLE ENGINE
Only 16.5% of all complaints were regarding the operation of single engine aircraft. Most
of the aircraft that operate at Buchanan Field Airport are small single engine aircraft. It
has been the ongoing policy of the Manager of Airports and his staff to meet with pilots and
pilots organizations on a regular basis. In addition, airport staff continue to encourage the

DAYS WITH A SIGNIFICANT NUMBER OF COMPLAINTS
The following are days which received more than the normal (1-2) number of complaints in
one day. The airport staff researched these significant days and determined the reason for
the increased activity. The following is a listing:
Sunday, March 3 - 6 complaints - On this particular day a Bell 204 B helicopter landed
at Buchanan Field Airport. This helicopter operates under a
contract with California Department of Forestry to extinguish fires.
This helicopter does not violate the noise ordinance but occasionally
uses our airport as a transient stopover site.
Sunday, April 28 - 8 complaints - The combination of fair weather with outdoor
activities and increased aircraft operations are the cause for
numerous complaints. These conditions existed for this particular
day.
Saturday, June 8 - 5 complaints - This event was not associated with Buchanan Field
Airport in anyway. At 1:00 a.m., Law Enforcement Officers were
in pursuit of 5 individuals who escaped from the Juvenile Hall in
Martinez. They utilized a C.H.P. helicopter in their pursuit and
disturbed several residents in the area.
Tuesday, June 18 - 8 complaints - A Lear 23 violated the noise ordinance by operating
at Buchanan Field Airport. The aircraft was transporting individu-
als associated with President Bush's dinner in Orinda. The aircraft
owner was informed of the violation and this aircraft has not
returned.
Saturday, June 22 - 6 complaints - On this day there was an explosion at a refinery in
Martinez. CALSTAR (California Shock Trauma and Rescue) was
operating to evacuate victims of the explosion. This event also
attracted a number .of media helicopters which overflew a number
of residential areas in the Martinez area. These aircraft were not
associated with Buchanan Field Airport.
Thursday, June 27 - 6 complaints - The Concord Naval Weapons Station was having an
anniversary celebration in which it had a McDonald Douglas F-15
(military fighter) do a low-altitude flyby at 1500 feet. This activity
was not associated with the airport. However, the airport still
received complaints for this activity and provided information to the
public.
Saturday, July 20 - 14 complaints - A Seabee (amphibious airplane) was executing
touch-and-go's at 17:40 on runway 19R and overflying Pleasant Hill.
As explained earlier, when aircraft operate on warm, humid days
they are sometimes perceived to emit more noise. These conditions
existed on the 20th and the staff informed the pilot of the distur-
bance he was creating. Since this discussion this airplane has not
been a problem.
Wednesday, Aug. 7 - 5 complaints - A.number of complaints were logged against a Lear
24 B '(jet) that was operating at 07:20. The plane was part of
Lifeguard FIight (hospitals utilize jet aircraft to transport needed
organs for lifesaving operations) and was transporting a heart for

All calls that originated in the Byron area usually involved operations at Byron Airport.
There were six complaints regarding Byron Airport for 1992. Calls from other cities
involved operations that were outside of the airport traffic area and did not involve
Buchanan Field Airport. The airport was contacted because it is assumed to be a focal
point for any aviation activity in the area. Callers were informed that the activity did not
involve Buchanan Field and these calls were usually referred to the Federal Aviation
Administration for follow up action.

NOISE ABATEMENT PROGRAMS
Following its ongoing policy of being a good neighbor, the Manager of Airports continued
the noise abatement program established as of 1987. The Manager of Airport's office
sponsored a Pilot Appreciation Day in June of 1992. This event acknowledged those pilots
who effectively and safely utilized noise abatement procedures while operating over the
Contra Costa County area. The eagerness of these pilots to cooperate with staff was
instrumental in coordinating these procedures. The staff realizes the need to recognize
pilot's efforts for an effective noise abatement program and will continue to interact with
them to produce or develop any new noise abatement programs and revalidate existing
procedures. The staff will also utilize these pilot's as a communication link with other pilots
who are unaware of our noise abatement program.
Other informational programs continued to be successful in responding to noise sensitivity
issues. These included: posted signs on fences and alongside the runways, informative phone
calls to pilots concerning their operating procedures and pilot seminars sponsored by various
aviation groups.
COMMUNITY RELATIONS
The staff, airport tenants and pilots continue to work as a team in promoting a positive
image, creating good will and improving relations with the community. Staff actively work
to address individual concerns by increasing the amount of written information regarding the
airport in the form of newsletters,brochures and pamphlets. The Contra Costa County Pilot
Newsletter, a monthly publication, has been expanded to provide a valuable communication
tool with both pilots and the community. Airport tenants and staff function together to
provide tours and events to enhance the image of Buchanan Field Airport. These tows
provide a beneficial forum by removing many misconceptions the public may have
