Throughout California the recent winter storm has caused loss of life and extensive damage. At least 22 people have been killed as a direct result of the storm and subsequent flooding, and damage estimates are expected to exceed $200 million. Governor Wilson has determined that, because of the severity and magnitude of the disaster, the effective response is beyond the capabilities of the State and affected local governments . Supplementary federal assistance is desperately needed to properly respond to the needs of the disaster victims . In addition, because of the continuing recession :dnd economic crisis in California (a $2 . 5 billion deficit this fiscal year alone) , Governor Wilson has requested that 100% federal funding be provided for public assistance costs . Mr. President, I urge you to issue a major disaster declaration for the above mentioned areas and to provide 100% of all public assistance costs .
