My recently introduced legislation, SB 82, will significantly reduce the pay of 65 state board and commission. members who are currently earning between $70,000 and $95,000 each year. It will also prohibit the funding of positions on those boards and commissions where the positions have been vacant for more than one year. The annual state savings from this bill will be approximately $3 million. For too many years, inflated salaries have been paid to these members who often meet on a part-time basis. This shameful example of state government inefficiency is truly an embarrassment during these times of severe program cuts. SB 82 will cut the annual pay of members of the following boards and commissions to $52,500: the Public Employment Relations Board, the Agriculture Labor Relations Board, the Public Utilities Commission, the Energy Resources Conservation and Development Commission, the `workers' Compensation Appeals Board, the State Water Resources Control Board, the Board of Prison Terms, the Unemployment Insurance Appeals Board, the Youthful Offender Parole Board and the Occupational Safety and Health Appeals Board. The bill will also reduce the salaries of the Director of Boating and Waterways, the Chairperson of the Fair Political Practices Commission and the Administrative Director of the Division of Industrial Accidents. Finally, of the 65 board or commission positions effected by the bill, 8 of them are currently vacant. It makes no sense for taxpayers to have to pay for nonexistent bureaucrats. In addition to cutting the salaries, if there is no need for these positions, we shouldn't fund them at all. 1040 MAIN STREET,SUITE 101 50 D STREET,SUITE 120A 1443 WEST STREET NAPA-CA 94559 SANTA ROSA,CA 95404 REDDING.CA 96001 (707)224-1990 (707)576-2771 (916)225-2090 PRINTED ON RECYCLED PAPER The Honorable Tom Torlakson January 28, 1993 Page Two The measure has widespread bipartisan support and is co-authored by Senators Ruben Ayala, Al Alquist, Ralph Dills, Art Torres and Lucy Killea and Assemblymembers Valerie Brown, Jim Costa, Betty Karnette, Trice Harvey, Doris Allen, Paul Harsher, Dede Alpert, Mickey Conroy, Dean Andal and Gil Ferguson.
