Dear Supervisor Torlakson:
I am writing to inform you that the County Advisory Council
on Aging endorses the Housing and Community Development proposal
of Family and Community Services, Inc. for a Home Care Workers'
Training/Registry Project.
We urge you to follow the recommendations of the advisory
committee to allocate the necessary funds from the Housing and
Community Development bloc grant program to operate this worthy
project. There is a serious lack of trained and reliable home
care workers to serve the frail elderly population of the county.
Our council has identified this lack of skilled home care
providers as one of the critical gaps in the community based
system of care for older adults in our county.
We feel that this proposal offers an important opportunity
to expand the availability of community based care to vulnerable
older persons who are at risk of inappropriate institutionaliza-
tion. This project is a cost-effective response to the problem
of unnecessary institutional care. This project will expand the
availability of lower cost, adequate care in the home
environment.
Family and Community Services, Inc. has a proven successful
track record in arranging for home care workers and will be able
to enhance and expand upon that experience in undertaking this
project.
