Regarding Volunteer Program for Adult Crossing Guards
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the Chair of Board of Supervisors to send a letter to the school boards within the
County with paid adult crossing guards encouraging them to establish a volunteer program for
the crossing guards and to also use junior safety patrols wherever possible.
II. Financial Impact:
Establishing a volunteer crossing guard program and a junior safety patrol could save the
County a significant amount of money.
III. Reasons for Recommendations and Background:
The Board of Supervisors established a policy on school crossing protection in April 1979. This
policy details various methods to provide safe passage of children to school. One of the
methods covered is adult crossing guards. The policy outlines the requirements for use of an
adult crossing guard.
The County has been funding the crossing guards, however, the school districts administer the
program through a formal agreement with the County. The County currently funds five crossing
guards at a cost to the General Fund of approximately $60;643:
These guards are used by the Oakley Unified School District on Hwy 4 at Bolton Road and on
O'Hara Avenue at Francisco Villa, by the Richmond Unified School District on Arlington Avenue
at Rincon Road and on San Pablo Dam Road at May Road and by the Martinez Unified School
District on Pacheco Boulevard at Camino De Sol.

Due to the County's current financial limitations, the Board of Supervisors requested the County
Administrator and the Public Works Director to explore ways to replace paid crossing guards
with volunteers. The staff of the County Administrator, Public Works, County Counsel and Risk
Management met to discuss the use of volunteers and unanimously agreed to recommend that
the Board send a letter to local school districts encouraging the school districts to replace paid
crossing guards with volunteers and that the school districts continue to administer the Crossing
Guard Program. The County will continue to assist the school districts by installing warning
signs and markings where appropriate on the school's suggested routes to schools.
IV. Consequences of Negative Action:
If the County does not establish volunteer crossing guards the cost for the existing and any
future warranted crossing guards will continue to impact the County budget.

Dear School Board,
As I 'm sure you are aware, the Board of Supervisors have been
struggling with a serious budget crisis . We have looked very
closely at all the programs we fund to determine where we can
reduce or eliminate the dependence on our General Fund account.
In 1979 , the Board adopted a School Crossing Protection Program to
set policies for the joint cooperation of the school districts and
the County to provide safe passage of school children to the
schools . As part of that program we established guidelines for the
use of adult crossing guards . The County has paid the cost of
these guards while the school districts have administered the
program. We are now in a position that we can no longer continue
to fund these crossing guards . We would like to work with the
School districts to establish volunteer crossing guards or junior
safety patrols for the next school year. We expect that the school
districts will continue to administer the programs . We will
continue to assist the school districts by installing signs and
markings where appropriate along the school 's suggested routes to
school.
Please advise us how we can be of assistance in establishing
volunteer programs for the crossing guards .
