Garnett) MD COUNTY ADMINISTRATOR Community Development BY�, DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS The purpose of the new HOME Investment Partnership Program (HOME) funded through the U.S. Department of Housing and Urban Development (HUD) is to increase and maintain the supply of decent, safe, sanitary, and affordable housing for very-low and low income households . On June 5, 1992, following approval by HUD as a HOME Participating Jurisdiction, Contra Costa County received an allocation of $1,599,000 in HOME funds for use in supporting eligible projects in the Urban County. The Urban County includes all of Contra Costa County with the exception of Antioch, Concord, Richmond, and Walnut Creek. As approved by the Board of Supervisors in the County' s HOME Program Description (April 28, 1992 ) , the County' s priorities for the use of HOME funds are: o the acquisition, rehabilitation, and construction of additional rental housing affordable to very-low and low income households; o housing rehabilitation for very-low and low income households; and o first-time homebuyers ' assistance for very-low and low income households . The Board assigned responsibility for implementing this program to the Community Development Department. During September, the Department hosted two meetings for prospective applicants and other interested parties to disseminate information about HOME and the FY 1992 application process . The meetings were attended by representatives of 57 jurisdictions ( including all 14 cities in the Urban County) , public agencies, and affordable housing developers and interest groups currently active in the Urban County. A competitive application process was initiated in October through a Notice of Funding Availability distributed to all interested parties . The Department received 10 applications requesting a total of $2 . 8 million in HOME funds . Projects were evaluated and funding recommendations developed based on the following criteria: 1 . consistency with HOME Program priorities as defined by the Board of Supervisors; 2 . eligibility under federal regulations; 3 . target population and alleviation of identified housing needs; 4 . project feasibility and cost-effectiveness; 5 . ability to leverage other resources; 6 . experience of project team in affordable housing; 7 . proposed affirmative marketing program; and 8 . project readiness . Projects recommended for funding are listed together with a brief description in Attachment A. Consistent with Board priorities, these recommendations include: o Two projects to acquire and/or rehabilitate 47 rental units affordable to very-low and low-income households ($440, 000 in HOME funds recommended) . o Two projects to build 85 affordable rental units ($590,000 recommended) , and one project to provide predevelopment funds to determine the feasibility of and obtain funding for an additional 33 units ( $20,000) . o Two projects to assist very-low and low-income homeowners, including a homeowner housing rehabilitation program ($200,000 to fund 12 to 15 loans) and a program to provide first-time homebuyer assistance for up to 11 households ($250,000) .
