HomeMy WebLinkAboutMINUTES - 12071993 - H.7 H. 7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 7 , 1993, by the following vote: AYES: Supervisors Bishop, McPeak and Torlakson NOES : None ABSENT: Supervisors Powers and Smith ABSTAIN: None SUBJECT : Hearing on Request for Rezoning 2998-RZ and Final Development Plan 3024-92, Bellecci and Associates and Seecon, Oakley Area . On November 9, 1993, the Board of Supervisors continued to this date the hearing on the recommendation of the East County Regional Planning Commission on the request by Bellecci and Associates (applicant) and Seecon (owner) for approval to rezone 50 . 0 acres from Single Family Residential District (R-10) to Planned Unit District (P-1) in order to conform to Contra Costa County General Plan (1991) policies (2998-RZ) ; and for approval to construct 248 single family residences and associated site improvements (DP 3024-92) in the Oakley area . Dennis Barry, Community Development Department, presented the staff report describing the proposed site and the Planning Commission recommendations, and he also presented the staff recommendations as listed. Mr . Barry also advised the Board that the findings should be amended to deleted the statement that the developer would provide a park area that would be irrigated turf and have trees planted. Mitch Avalon, Public Works Department, commented on a memo from Public Works dated December 7 , 1993, recommending modifications to Conditions 30F and 30G, and a memo dated September 13, 1993, relative to the Delta Expressway Fee . The following persons presented testimony: Richard Sestero, 4021 Port Chicago Highway, Concord, representing North State Development Company, commented on requested changes in conditions contained in a letter dated December 3, 1993, and he expressed agreement with the Public Works revised conditions and he proposed that the park dedication be revised to be two acres; Bob Heitmeyer, P.O. Box F, Brentwood, representing the Oakley Municipal Advisory Committee, spoke on park issues; Mr. Sestero spoke in rebuttal . The public hearing was closed. On recommendation of Supervisor Torlakson, IT IS BY THE BOARD ORDERED that decision on the above matter is DEFERRED to December 14 , 1993, decision calendar .
