The Public Works Director advised that he had received a letter from the attorney for Tosco requesting that the matter be postponed for a week. The Board fixed December 7, 1993, as the date for public hearing regarding this franchise grant. The date of the Public hearing was subsequently continued to December 14, 1993.. On December 14, 1993, the public hearing regarding this matter was held. No protests were filed. IT IS BY THE BOARD ORDERED that a franchise to operate pipelines on certain County rights-of-way as described below pursuant to Ordinance No. 1827 (as amended by Ordinance No. 79-50 and Ordinance No. 92-64) is hereby granted to Tosco Refining Company: A. One four(4) inch natural gas pipeline crossing Cypress Road approximately 700 feet east of the A.T. & S.F. Railroad (lineal diptance approximately 60 feet); B. One six (6) inch natural gas pipeline crossing County Road No. 8774 (lineal distance approximately 60 feet); C. One six (6) inch natural gas pipeline crossing Taylor Road (County Road 89878) at south side of Canal Road intersection (lineal distance approximately 60 feet); D. One eight (8) inch natural gas pipeline running longitudinally along Sunset Road for a distance of approximately 10,500 feet between the west side of Sellers Avenue and the east side of Byron Highway; E. One eight (8) inch natural gas pipeline running longitudinally along Port Chicago Highway for a distance of approximately 3,500 feet between Wharf Drive and Nichols Avenue. F. One six (6) inch natural gas pipeline running longitudinally along Chestnut Street from the East Contra Costa District canal a distance of approximately 2,350 feet until exiting the County right-of-way at a point approximately 1,100 feet east of the intersection with Eden Plains Road. One four-inch (411) pipeline crossing Cypress Road (Permit No. 8271-2624) and occupying the right-of-way for a distance of 60 feet. 2 . One six-inch (611) pipeline crossing Road No. 8774 (Permit No. 8774,-8054) and occupying the right-of-way for a distance of 60 feet. 3 . One six-inch (611) pipeline crossing Taylor Road (Permit No. 8987-8055) and occupying the right-of-.way for a distance of 60 feet. ` 4 . One eight-inch (8") pipeline going longitudinally along Sunset Road between the west side of Sellers Avenue and the east side of Byron Highway (Permit No. 8361-8170) and occupying the right-of-way for a distance of 10,500 feet. 5. One eight-inch (811) pipeline running along Port Chicago Highway as shown on drawing MA-1 and occupying the right-of-way for a distance of 3,500 feet. . 6. One six-inch (611) pipeline in accordance with the attached Application for Encroachment Permit crossing 'I Board of Supervisors County of Contra Costa November 3 , 1993 Page 2 Chestnut Street at Eaton Plains Road and 1, 100 feet along the south side of Chestnut Street, occupying the right-of-way for a total distance of 2, 350 feet. All annual fees shall be based upon the provisions of Franchise Ordinance No. 1827 (as amended by Ordinance No. 79-50 and Ordinance No. 92-64. In accordance with Contra Costa County Ordinance Code 92-64 and letter dated May 14, 1993, from Contra Costa County Public Works, the applicant hereby submits this application along with processing fees in the sum of $3,000.00.
