SUBJECT:
In the Matter of Compensation
for Head Start Management and
Unrepresented Employees in the
Community Services Department
Commencing January 1, 1993.
WHEREAS the Community Services Director has advised the office
of the County Administrator that the U. S. . Department of Health and
Human Services has provided a cost of living increase of three
percent (3 . 0%) to all eligible Head Start employees effective
January 1, 1993, now therefore,
The Contra Costa County Board of Supervisors in its capacity
as Governing Board of the County of Contra Costa, and all districts
of which it is the ex-officio Governing Board, RESOLVES THAT:
A. Effective December 1, 1993, employees in the below listed
management and unrepresented classifications will be adjusted
upward on the exempt salary schedule by 30 levels (3.0439$)
9JW2 Community Services Junior Accountant-Project
99B9 Head Start Grantee Operated Program Director-Project
9955 Head Start Program Manager Assistant-Project
9KD1 Head Start Program Manager-Project
9958 Head Start Program Monitor-Project
9KN5 Head Start Special Needs Coordinator-Project
B. Lump Sum Sum Patent. All persons who occupy a permanent
position in any of the above listed management and unrepre-
sented classifications or who are authorized as limited term
employees on November 30, 1993, shall be retroactively
compensated back to January 1, 1993, for the 30 level increase
noted above. In lieu of a retroactive pay requiring special
payroll recomputation processing back to January 1, 1993, the
County will make a lump sum payment to each employee for the
period from January 1, 1993, through November 30, 1993,
computed as follows : Employee regular pay, overtime pay, and
specific other earnings ordinarily computed as a percentage of
base pay will be added together for each applicable pay period
to determine the Retro Pay Base (RPB) . This base will be
multiplied by 3%. The payment amount thus computed will be
added to the employee's January 10, 1994, paycheck where it
will be listed separately as a LUMP SUM PAYMENT and will be
subject to normal tax withholding and retirement deduction
requirements.
C. Salaries for employees in the following management
classifications will be adjusted upward on the exempt salary
schedule effective December 1, 1993, as follows:

D. For purposes of a lump sum payment back to January 1,
1993, for employees in the above listed classifications, the
procedure outlined in paragraph "B" above will be used.
Any employee believing there is an underpayment resulting from
this methodology exceeding $30.00 may contact the Personnel
Department and the Auditor's office will investigate and issue the
additional pay, if owed, as soon as possible.
All provisions regarding lump sum payment in lieu of retroac-
tive pay shall be applicable to any and all employees who retired
during the period January 1, 1993, through November 30, 1993.

SUBJECT: Head Start COLA Adjustment
The U. S. Department of Health and Human Services has approved a
three percent ( 3%) cost of living adjustment (COLA) for all Head
Start employees, along with employees in related job classifica-
tions serving the Head Start program.
This cost of living adjustment is retroactive to January 1, 1993,
and is funded entirely by Federal funds .
A Board Resolution to implement these adjustments is attached.
Please place it on the Board of Supervisors agenda for December 7,
1993 .
