BE IT RESOLVED that the Board of Supervisors of Contra Costa County
APPROVES the side letter (copy attached and included as part of
this document) , jointly signed by Richard Heyne, Employee Relations
Manager, and Anne Mueller, Senior Business Agent, Contra Costa
County Employees ' Association, Local 11 and Mike Weeks, Personnel
Officer, Community Services Department, regarding a retroactive
wage increase effective January 1, 1993, for classifications in the
Head Start Bargaining Unit represented by Local No. 1.

RE: WAGE AGREEMENT - HEAD START UNIT
Dear Ms . Mueller,
This Side Letter memorializes agreements on wage adjustments
between the County on behalf of the Community Services Department
and Contra Costa County Employees ' Association, Local No. One,
effective December 1, 1993 .
For employees in the Head Start Unit, as described below, the
following wage agreement has been reached:

1 . Wages . Effective December 1, 1993, all of the above
classifications shall be adjusted upward on the basic salary
schedule by 30 levels ( 3 .0439%) .

2 . Lump Sum Payment. All persons who occupy a permanent position
in any class in the Head Start Unit or who are authorized as
limited term employees on November 30, 1993, shall be
retroactively compensated back to January 1, 1993, for the 30
level increase noted above. In lieu of a retroactive pay
requiring special payroll recomputation processing back to
January 1, 1993, the County will make a lump sum payment to
each employee for the period from January 1, 1993, through
November 30, 1993 computed as follows: Employee regular pay,
overtime pay, and specific other earnings ordinarily computed
as a percentage of base pay will be added together for each
applicable pay period to determine the Retro Pay Base (RPB) .
This base will be multiplied by 3%. The. payment amount thus
computed will be added to the employee's January 10, 1994,
paycheck where it will be listed separately as a LUMP SUM
PAYMENT and will be subject to normal tax withholding and
retirement deduction requirements.
Any employee believing there is an underpayment resulting from this
methodology exceeding $30.00 may contact the Personnel Department
and the Auditor's office will investigate and issue the additional
pay, if owed, as soon as possible.
All provisions regarding lump sum payment in lieu. of retroactive
pay shall be applicable to any and all employees who retired during
the period January 1, 1993, through November 30, 1993.
If the foregoing conforms to your understanding, please indicate
your approval and acceptance on the space provided below.

SUBJECT: Board of Supervisors Approval of Side Letter With Local
One Regarding Head Start COLA
As you know the U. S. Department of Health and Human Services has
approved a three percent (3%) cost of living adjustment for Head
Start employees retroactive to January 1, 1993 .
We have met and conferred with Public Employees Union Local One
Business Agent Anne Mueller and entered into a Side Letter. Please
see attachment.
Please place this on the Board's agenda for December 7, 1993, so
that employees can receive the COLA in the January 10, 1994 , pay
check.
A Board Resolution to approve the Side Letter is also attached.
