States that the Board of Supervisors agrees to sponsor legislation which would increase the vessel registration fee from the current $5 to at least $12, with all. of the proceeds of the increased fee being dedicated to the Sheriff ' s Marine Patrol and related services, and 2 . States the Board of Supervisors also agrees to sponsor legislation which would increase the vessel registration fee for personal watercraft ( jet skis) from the current $5 to at least $25, with all of the proceeds of the increased fee being dedicated to the Sheriff ' s Marine Patrol, and 3 . States the Board of Supervisors also agrees to sponsor legislation which would provide for a separate funding formula for the expenditure of the vessel registration fee which should go to the five Delta Counties (Sacramento, San Joaquin, Contra Costa, Solano and Yolo) , with the funds to be allocated among the five counties according to a formula to be devised by. and concurred in by all five counties . BACKGROUND: Funding for the Sheriff ' s Marine Patrol has been a priority issue with the Board of Supervisors for several years. There has been discussion for several years about increasing the vessel registration fee in order to fund the Sheriff ' s Marine Patrol . To date these efforts have not been successful. ATTESTED ✓-- -c�nrv\�I�/�- � 9 Contact: PHIL BATCHELOR,CLERK OF THE BOARD OF CC: County Administrator I SUPERVISORS AND COUNTY ADMINISTRATOR Sheriff -Coroner BY DEPUTY -2- In 1993, it was agreed that the Delta Protection Commission should be asked to sponsor the necessary legislation to increase the vessel registration fee, with the five Delta counties being asked to co-sponsor the legislation with the Delta Protection Commission. Several meetings have been held with staff from the Commission, the five Delta counties and Supervisor Torlakson. As a result of these meetings, there is apparent agreement to proceed with legislation which would accomplish the three points noted above. The attached Resolution ,puts, the Board of Supervisors on record again in support of this legislation, which will be made a formal part of the Board' s 1994 Legislative Program. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA AGREEMENT TO CO-SPONSOR LEGISLATION TO FUND THE RESOLUTION NO.93/713 SHERIFF' S MARINE PATROL SERVICES WHEREAS, the Delta is of great importance to the recreational needs of the residents of this County and others who wish to visit the Delta, and WHEREAS, the Delta is also an important source of jobs and income for many residents of this County, and WHEREAS, the peaceful use of the Delta requires that all users abide by existing laws, and WHEREAS, an increasing .number of individuals fail to abide by the law when operating vessels on the waters of the Delta, thereby interfering with the recreational and vocational uses of the Delta, and WHEREAS, maintaining the peaceful use of the Delta requires that the Sheriff have adequate financial and personnel resources to properly patrol the Delta and enforce the laws pertaining to the operation of vessels within the Delta, and WHEREAS, the Board of Supervisors has had to reduce funding to the Sheriff ' s Marine Patrol services to the point that a critical shortage exists and it is no longer possible to provide even minimally adequate levels of service to those of our residents who wish to enjoy the proper and safe use of the Delta; NOW THEREFORE BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA RESOLVED THAT: The Board agrees to sponsor legislation which would increase the vessel registration fee from the current $5 to at least $12, with all of the proceeds of the increased fee being dedicated to the Sheriff ' s Marine Patrol and related services, and BE IT FURTHER RESOLVED THAT the Board of Supervisors also agrees to sponsor legislation which would increase the vessel registration fee for personal watercraft ( jet skis) from the current $5 to at least $25, with all of the proceeds of the increased fee being dedicated to the Sheriff ' s Marine Patrol, and BE IT FURTHER RESOLVED THAT the Board of Supervisors also agrees to sponsor legislation which would provide for a separate funding formula for the expenditure of the vessel registration fee which should go to the five Delta Counties (Sacramento, San Joaquin, Contra Costa, Solano and Yolo) , with the funds to be allocated among the five counties according to a formula to be devised by and concurred in by all five counties, and BE IT FURTHER RESOLVED THAT the Board of Supervisors also urges the Delta Protection Commission and the counties of Sacramento, San Joaquin, Solano and Yolo to agree to co-sponsor these same legislative changers.
