CC: Dist . IV ATTESTED Staff- Substance Abuse Phil Batchelor, Clerk of the Board of Supervisors and County Administration M362/7-83 BY DEPUTY r- ; r N&,-30-1993 14:50 FROM CCC SUBSTANCE ABUSE ADMIN TO esio59 P.02 October 281 1993 TosSubstance Abuse Advisory Board From: Marlene Rebhan, Chair This document shall serve as my resignation from the Substance Abuse Advisory Boaxd, off'e diva iuuediately. I have anguished over the decision to r6si,gu from the SAAB over the past fear zmthso but f iud that the ever increasing time comittmeut required as Chair, and a health Situation which has impaired my energy hes finally resulted in my raking thi0 deei.si.on, The time cozmmi.ttment is one which I would like to apeak to as I feel the direction in which this time was required to be expended is one that was counterproductive to the Objective of this Sabatance Abuse Advisory Board, "to provide citizens of the County with a healthy and safe environment in which to live", as stated 3n our Mission Statement. The objectives of this Board has been to develop er. effective, concerted eo=tCy- wide campaign to reduce substance abuse through an organized program of education$ prevention, treatment and Control. (Sae Article 2 of Board Bylaws) In coambiuing the Drug and Alcohol Boards, the merger was lengthy and cumbersome and has not allowed us to move forward as fast as we would life in order to create the '.:Board as being fully representative of the wbole commnniry, as was our goal. Our wembevship process has baeu maligned, miastated and uasoneclonable statements made by one member of the Board, which has stopped the process of membership recommendations (Article 3, Section 1, Section 2 and Section 3) made to th,e Internal Operations Committee, as requested by that body, and creatad a fabric which is weak and full of flaws. In creating this weakeued fabric, an inordinate and inappropriate amnunt of time has been consumed by not only myself but county astaff, whieh I personally would prefer toy expend i* more positive way. WO 611 come to this Board with different strengtbs, vieve and backgrounds, which should be celebrated and drawn upon to make this difference in the community in Whith We all, live and which is I feel is of paramount importance to all if we are to be part of the "solution" and not the 'problem". Thier Board Lam a unique opportunity to make positive changes and "mtltlge ae difference" which has been sw sole reason for volunteering my time and energy and coneera. It is NY prayer that all members will work in concert to attain this, Finally, I Woutld like to thank Chuck I3autsebma>n and his wonderful staff for the continued support and education which they have provided me. It has been this support which has allowed the Board to move forward. Sincerely, . ollf Marlene R. Rebhan COQ Somme P€cftak Chuck beutacbman
