SUBJECT: Approve Cypress Road/Sellers Avenue Intersection Improvement Project,
Oakley Area.
Project No. 0662-6R4231, CP # 93 - 63
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
FIND, on the basis of the initial study and all comments received, that there is no substantial
evidence that the project will have a significant effect on the environment,
ADOPT the Negative Declaration in compliance with the California Environmental Ouality Act, and
DIRECT the Public Works Director to begin right of way acquisition and to prepare contract
plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Determination and a
Certificate of Fee Exemption: De Minimis Impact Finding with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk.
11. FINANCIAL IMPACT:
The estimated project cost is $331,500, funded by Measure C Funds (63%) State Transportation
Partnership Program (22%) and Bethel Island Area of Benefit (15%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes widening Cypress Road for approximately 2,000 feet, installing a traffic
signal, restriping Cypress Road to define through lanes and left turn lanes and some minor
widening on Sellers Avenue.
It is needed to define and control the right of way of the intersection and to improve the capacity
of the intersection.
The project has been determined to be in compliance with the General Plan. A Negative
Declaration of environmental significance pertaining to this project was published with no
protest, and the Board has considered the negative declaration together with all comments
received during the public review period.
This project has been found to be de minimis in its effect on the environment and is exempt from
the $1,250.00 Fish and Game filing fee.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
