HomeMy WebLinkAboutMINUTES - 12071993 - 1.51 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA In the Matter of Commemorating ) the 10th Anniversary of the ) Hazardous Materials Commission ) RESOIAMON NO. 9316 8 9 WHEREAS,on November 1, 1983, the Board of Supervisors formed a Hazardous Waste Task Force to bring together representatives from all sectors of the community to review and make recommendations concerning the storage and handling of hazardous wastes and materials; and WHEREAS, on April 22, 1986, the Hazardous Waste Task Force issued a report to the Board of Supervisors outlining 56 recommendations,55 of which were consensus items, including the establishment of a Hazardous Materials Commission that is directly responsible to the Board of Supervisors and is charged with establishing model policies and programs dealing with hazardous wastes and materials; and WHEREAS,on October 14,1986,the Hazardous Materials Commission was established,consisting of 15 policy-making level representatives from the public and private sectors; and WHEREAS,the Commission provides a forum for different organizations,constituencies and individuals to discuss issues and develop solutions concerning the overall management of hazardous wastes and materials,including issues regarding the Risk Management and Prevention Program and incidents involving the release of hazardous materials; and WHEREAS,the Commission provides a means to inform the general public about issues related to hazardous materials and wastes and a forum to hear and consider public comments; and WHEREAS,the during the last ten years,the Task Force and Commission have provided important leadership and made numerous contributions concerning many difficult and complex issues,including. o Drafting, approval and implementation of the County Hazardous Waste Management Plan; and o Spearheading efforts to develop a Regional Hazardous Waste Management Capacity Allocation Committee Plan through the Association of Bay Area Governments,which lead to Inter urisdictional Agreements being signed between the Bay Area counties as well as legislation (AB 1034) being enacted to implement the Plan; and o Establishing waste minimization targets; and o Enacting Ordinance 86-100, which enabled, for the first time, review of certain industrial projects that utilize hazardous materials and waste and,more recently,reviewing and revising that ordinance to incorporate public health criteria; and o Conducting the first household hazardous waste collection events,which laid the groundwork for the permanent mobile program; and o Encouraging individual industrial facilities to establish Community Advisory Panels(CAPS)and convening forums on an ongoing basis for the CAPS to meet and communicate with each other; and WHEREAS, Paul De Falco Jr., former regional administrator for the U.S. Environmental Protection Agency has repeatedly been elected to chair both the Task Force and Commission during the entire 10 year period; NOW,THEREFORE, BE IT RESOLVED.that the Board of Supervisors of the County of Contra Costa, California congratulate and express its sincere appreciation to members of the Hazardous Materials Commission and its Chair, Paul De Falco,Jr.,on the occasion of the Commission's 10th year anniversary,for their many hours of dedication and service and their numerous accomplishments that have helped protect the public health and welfare and promote the longevity of industry in Contra Costa County. /ate 143 Tom Torlakson T m Powers a with i� bi4" Gayle B' op Sunne Wright-McPeak I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
