Clements ) Upon the Occasion of His ) Retirement 1 Resolution No. 93/6 8 6 WHEREAS, Earnest R. Clements, became the City of Richmond's Police Chief on September 23, 1983 following his rise through the ranks of that department; and WHEREAS, Chief Clements served as Deputy Chief of Police January 12, 1982 to September 23, 1983; served as Captain from April 11, 1978 to January 12, 1982; served as Lieutenant from January 21, 1973 to January 12, 1982; served as Sergeant November 1, 1970 to January 21, 1973; and was a Patrolman from July 1, 1965 to November 1, 1970; and WHEREAS, after receiving his Bachelors Degree in Administration of Justice (Magna Cum Laude), Chief Clements continued his education by attending many law enforcement classes throughout his career; and WHEREAS, many others benefitted from his knowledge of law enforcement when he taught courses at Contra Costa and Los Medanos Community Colleges as well as to fellow officers; and WHEREAS, Chief Clements has been affiliated with the Contra Costa County Police Chiefs Association, California Police Chiefs Association, International Chiefs of Police, California Peace Officers Association and the F.B.I. National Academy Associates; and WHEREAS, he has also been active in community activities through service on the Girls Club Incorporated, Salvation Army and BOOST boards as well as holding membership in the Richmond Rotary Club. NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County commends Chief Earnest R. Clement for his outstanding career with the City of Richmond and for the positive influence his leadership has had; and BE IT FURTHER RESOLVED that the Board of Supervisors wishes the Chief and his wife, JoAnn, good health and much happiness upon the occasion of his retirement.
