MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 7, 1993 SUBJECT: Set Date for Public Hearing to Form the North Richmond Area of Benefit SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Fix January 11, 1994 at 11:00 AM for a public hearing to form the North Richmond Area of Benefit and direct the Public Works Director to give notice of the hearing and to file a copy of the Development Program Report for the proposed North Richmond Area of Benefit traffic mitigation fee with the Clerk of the Board in accordance with Government Code Sections 65091 and 66484. II. Financial Impact: The formation of the North Richmond Area of Benefit will have no financial impact on the General Fund. The funds collected will be deposited in a trust fund account specific to the improvements to be funded by the North Richmond Area of Benefit. The Redevelopment Agency will fund a portion of the projects. III. Reasons for Recommendations and Background: The unincorporated area of North Richmond is currently within the West County Area of Benefit. All of the. projects for the West County Area of Benefit are located in the EI Sobrante area. The North Richmond Area of Benefit is being formed to fund road improvements in North Richmond that will be needed as a result of the recent rezoning of the area by the Redevelopment Agency. The new zoning allows for both light and heavy industrial development. The anticipated increase in truck traffic will require major improvements to major thoroughfares in the project area. IV.
