At the regular council meeting on November 15, 1993, the City Council adopted Resolution No.
93-119, a Resolution opposing the construction of a county hospital replacement centralized in
Martinez, California, and in support of a more accessible and integrated regionalized health care
system.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Pablo,
that it opposes the construction of the county replacement hospital centralized in Martinez; and
BE IT FURTHER RESOLVED by the City Council of the City of San Pablo, that it
extends its support to the administrative challenge filed by the NAACP Legal Defense Fund and
share the concerns outlined in the administrative challenge against construction of a centralized
hospital in Martinez; and
BE IT FURTHER RESOLVED by the City Council of the City of San Pablo that it will
participate in the creation of regionalized health care system, including increased use of
Brookside Hospital, and will cooperate in every effort to improve quality and access to health
care for all community residents.
Adopted this 15th day of November 1993, by the following vote to wit:

RESOLUTION NO. 93-119
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO IN
OPPOSITION TO THE CONSTRUCTION OF A COUNTY HOSPITAL REPLACEMENT
CENTRALIZED IN MARTINEZ, CALIFORNIA, AND IN SUPPORT OF A MORE
ACCESSIBLE AND INTEGRATED REGIONALIZED HEALTH CARE SYSTEM.
WHEREAS, the,City of San Pablo is committed to ensuring access to high quality health
care in the San Pablo community for all its residents regardless of ethnicity, socio-economic
status and diagnosis; and
WHEREAS, the City of San Pablo is aware of the need to enhance the provision of health
care in San Pablo for all its residents regardless of ethnicity,socio-economic status and diagnosis;
and
WHEREAS, the City of San Pablo acknowledges the scarcity of funds for the
enhancement of health care in San Pablo, particularly for residents of low income; and
WHEREAS, the City of San Pablo is located within the West Contra Costa Hospital
District and is aware of the availability of hospital beds at Brookside Hospital and outpatient
clinics in the West County area; and
WHEREAS, the City of San Pablo is aware that it is easier for its residents to transport
themselves to health care facilities within the West Contra Costa Hospital District in which San
Pablo is located; and
WHEREAS, the City of San Pablo is aware of the plans of the Contra Costa County
Board of Supervisors to replace the existing County Hospital, Merrithew, in Martinez although
approximately 33% of its client base is from the West County area; and
WHEREAS, the City of San Pablo opposes construction of the County replacement
hospital in Martinez because it duplicates existing services in the West Contra Costa Hospital
District, and fails to provide convenient local access to health care, and misappropriates scarce
health care dollars outside the West County Hospital District; and
WHEREAS, the City of San Pablo declares that the construction of a county hospital
replacement centralized in Martinez discriminates against residents of San Pablo who are eligible
beneficiaries because it forces these residents to travel outside of the West Contra Costa Hospital
District for services that would be better provided in the District; and
WHEREAS, the City of San Pablo acknowledges the administrative challenge being filed
by the NAACP Legal Defense Fund alleging that the county replacement hospital discriminates
against the very beneficiaries it is meant to serve;
