Spooner, Contracts Administrator Costa DATE: November 5, 1993 County SUBJECT: Approval of Contract Amendment Agreement #24-659-1 with Center for Human Development SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair, Board of Supervisors, to execute on behalf of the County, Contract Amendment Agreement #24-659-1, effective October 15, 1993 , to amend Standard Contract #24-659 with Center for Human Development (effective November 15, 1992 through December 31, 1993) to increase the Contract Payment Limit by $32 ,423 , from $94 , 300 to a new total of $126, 723 , for provision of additional prevention services. II. FINANCIAL IMPACT: This Contract is funded under a Grant Award from the U. S. Department of Health and Human Services (Center for Substance Abuse Prevention) for the "Partnership for a Drug Free Contra Costa" Project. Contract Amendment Agreement #24-659-1 is funded by a one-time-only rollover of money allocated to subcontracted direct services. No County funds are required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Federal Grant Award for the Partnership for a Drug Free Contra Costa Project requires implementation of the Project through contracts with agencies and organizations in each of the five supervisorial regions of Contra Costa County. Center for Human Development, in response to a Request for Application, submitted a successful proposal to implement the Project in the Central region of the County, and on December 8 , 1992 , the Board of Supervisors approved Standard Contract #24-659 with this Agency. Approval of Contract Amendment Agreement #24-659-1 will allow the Contractor to provide additional prevention services through subcontracts with agencies and organizations in Central Contra Costa County. County and Contractor agree, therefore, to amend said Contract as specified below, while all other parts of the Contract remain unchanged and in full force and effect: 1. Modification of Subject. The Subject set forth in Paragraph 1. (Contract Identification) is hereby deleted and replaced with the following Subject: "Drug and Alcohol Abuse Prevention to implement County's "Partnership for a Drug-Free Contra Costa" Center for Substance Abuse Prevention (CSAP) Federal Grant. Revised Budget of Estimated Program Expenditures. The Budget of Estimated Program Expenditures specified in Service Plan Paragraph 1. (Payment Amounts) is hereby deleted and replaced with a new Revised Budget of Estimated Program Expenditures (#24-659-1) which is attached hereto and incorporated herein by reference. Effective October 15, 1993 , Contractor shall provide services under this Contract in accordance with the attached Revised Budget of Estimated Program Expenditures. 4. Subcontracts. Service Plan Paragraph 3 . (Subcontracts) is hereby modified to read as follows: 113 . Subcontracts. With advance written authorization of County's Substance Abuse Division Director, and subject to General Conditions Paragraph 13 . (Subcontract and Assignment) and to the limitations set forth in Special Conditions Paragraph 6. (Direct Services: Limitations and Exclusions) , Contractor may subcontract with local agencies and organizations to provide any of the services set forth above. In the event that Contractor proposes to subcontract for any services under this Contract, Contractor shall submit a "Project Work Statement" in the form and manner prescribed by County, detailing the scope of work and payment provisions of the proposed subcontract, to the Substance Abuse Division Director for his/her approval prior to awarding any such subcontract hereunder. Contractor shall submit to County, for informational purposes upon request, its total Corporation budget including: all program budgets, all revenue sources and projected revenue amounts, all cost allocations, and a line item breakdown of budget categories to include salary levels listed by job classification as well as detailing of operational and administrative expenses by cost center and listing numbers of staff positions by job classification. F. DETERMINATION OF INDIRECT COSTS. Contractor shall determine its indirect costs under this Contract in accordance with generally accepted accounting principles, including, but not limited to, the allocation of indirect costs to each of Contractor's cost centers proportionately based: (1) on the ratio of each cost center's direct salary costs to the total direct salary costs for all cost centers combined, or (2) on the ratio of each cost center's direct costs to the total direct costs for all cost centers combined.
