SUBJECT: AMENDMENT TO CONTRACT WITH HEIM, NOACK AND SPAHNN FOR LEGISLATIVE
REPRESENTATION IN SACRAMENTO
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator to execute on behalf
of the County an amendment to the County' s contract with Heim,
Noack & Spahnn for legislative representation in Sacramento,
revising the payment provisions to increase the authorization for
actual and necessary expenses for calendar year 1993 from $3,000 to
$3,250 . and reducing the authorization for actual and necessary
expenses for calendar year 1995 from $3,000 to $2,750, with no
change in the overall payment limit of the contract or the term of
the contract.
BACKGROUND:
The County' s contract for legislative representation in Sacramento
runs from January 1, 1993 through December 31, 1995. The contract
provides for an overall payment limit. However, the contract also
provides for specific payment provisions for each calendar year at
a fixed monthly fee plus authorization for actual and necessary
expenses which, .for each calendar year, are not to exceed $3,000 .
It now .appears that the actual and necessary expenses for the 1993
calendar year will exceed $3,000 by perhaps $250 . We are,
therefore, recommending that $250 be transferred from the 1995
expense authorization to the expenses authorization for the 1993
calendar year in order to cover these expenses . There is no change
in the overall term of the contract or in the overall payment limit
of the contract.

AMENDED PAYMENT PROVISIONS TO ACCOMPANY CONTRACT WITH:
HEIM, NOACK AND SPAHNN FOR THE PERIOD January 1, 1993 -
December 31, 1995
For the period January 1, 1993 - December 31, 1993 :
$6,437 .50 per month plus actual and necessary expenses which, for
the entire calendar year, shall not exceed $3,250.
For the period January 1, 1994 - December 31, 1994 :
$6,630.67 per month plus actual and necessary expenses which, for
the entire calendar year, shall not exceed $3,000.
For the period January 1, 1995 - December 31, 1995:
$6,829 .58 per month plus actual and necessary expenses which, for
the entire calendar year, shall not exceed $2,750.
