The Board meets in all its capacities pursuant to Ordinance Code Section
24-2.402, including the Housing Authority and the Redevelopment Agency.
1. 1 closed Session
/,2 . CONSIDER proposed memoranda of understanding with recognized
employee organizations including consideration of changes in
compensation and benefit levels. In the opinion of the
County Administrator, any proposed changes in salaries or
benefits will have no material financial impact on the
funding status of the County employees' retirement system.
CONSIDER ACTION TO BE TAKEN
1,3 . CONSIDER health and dental benefit plans for employees
including a proposed contract for employee health benefits
with 'Qualmed; proposed termination of the 1st Choice Health
Plan; determination of the employer contributions to the
health and dental plans; and indemnification issues involved
in termination of the 1st Choice Health Plan. These matters
may be taken up in connection with proposed agreements with
employee organizations or in connection with emergency or
impasse action by the Board of Supervisors. These changes
may result in increases or decreases in employee benefits.
In the opinion of the County Administrator, any such changes
will have no material financial impact on the funding status
of the County employees' retirement system. CONSIDER ACTION
TO BE TAKEN
1,4- CONSIDER amendments to Resolution No. 92/107 pertaining to
compensation for County officers, management, and non-
represented employees. These changes may result in
increases or decreases in employee compensation or benefits.
In the opinion of the County Administrator, any such changes
will have no material financial impact on the funding status
of the County employees' retirement system. CONSIDER ACTION
TO BE TAKEN
1,5. REPORT from Executive Director, Housing Authority, regarding
homeless shelter operations during the Christmas holidays.
CONSIDER ACTION TO BE TAKEN
1, 6. Public comment.
Adjourn to the Water Committee meeting at The Training
Institute, 500 Court Street, Martinez.

MONDAY, DECEMBER 20, 1993

APPROVED the recommendations as set forth on the Agenda for this
day, with the following exceptions:
1,2. Took no action on proposed memoranda of understanding with
recognized employee organizations on compensation and
benefits levels.
1.3 . ADOPTED Resolution No. 93/741 on employee Health Benefit
Plans. (Supervisor McPeak voted "no" on Section 3, the Qual
Med PPO rates. )
APPROVED actions relative to the termination of the 1st
Choice Health Plan effective January 31, 1994.
1,4. Took no action on compensation for County officers,
management, and unrepresented employees.
1,5. ACCEPTED the report of the Executive Director of the Housing
Authority on the Winter Relief Program for the Homeless.
PUBLIC COMMENT - No one appeared to speak
The following items were brought to the attention of Board
Members after the agenda was posted, and the Board unanimously
agreed on the need to take action.
1.6. ADJOURNED its meeting this day in honor of the memory of
Robert Ramelli, husband of Virginid Ramelli who was former
Supervisor Schroderts assistant.
