1 . For purposes of complying with the provisions of Ordinance 93-
95, which reduced the size of the Human Relations Commission
to twelve seats, and in reference to the Clerk of the Board' s
"Maddy Book" sheets dated September 1, 1993, DELETE the
following seats :
Seat #8 with a term--expiring November 4, 19931
Seat #13 with a term expiring November 4, 1994,
Seat #15 with a term expiring November 4, 1992,

14. DIRECT the Clerk of the Board to amend the "Maddy Book"
effective with the date the Ordinance identified in
Recommendation #13 above takes affect to reinstate Seats #8,
#13, #15, #16, #17, #18 with the same term of office indicated
in Recommendation #1 above and to create two new seats
numbered Seat #19, with a term of office ending November 4,
1994, and Seat #20, with a term of office ending November 4,
1995.
15 . INDICATE the intent of the Board of Supervisors to appoint to

17 . DIRECT the Human Relations Commission to prepare a Work
Program for calendar year- 1994, outlining what goals thee
Commission wants to accomplish during 1994 and what actions
the Commission proposes to take during 1994 to accomplish
those goals and present this report to the Board of
Supervisors by no later than March 22, 1994 .
18 . REMOVE this item as a referral to the Internal Operations
Committee.
BACKGROUND:
The Internal Operations Committee has had on referral for some
months the vacancies on the Human Relations Commission. Last
summer, at the request of the Commission, the Board of Supervisors
agreed to reduce the size of the Commission from 18 to 12 members
in order to make it easier to conduct business.
We have solicited applications from the general public and received
some 26 applications for the existing vacancies on the Commission.
We interviewed 13 individuals who appeared for the interviews last
month. We were absolutely overwhelmed with the commitment,
interest, background, skills and dedication of all of the
individuals who were interviewed. We find it impossible to choose
among these individuals and suggest that some are more qualified
than others or that some would do a better job on the Commission
than others .
As a result, we are recommending that the Commission be expanded to
a range of between 15 and 20 seats . This will allow the Board of
Supervisors to appoint all 13 of the individuals we interviewed.
With the remaining members on the Commission, this will bring the
total membership to 17 .
A number of ,the actions recommended above are technical in nature
and are required to move from the existing composition of the
Commission to the reduced size of 12 members and then expand the
Commission again to its larger size. Since the membership of the
Commission is dictated by County Ordinance, it is necessary to

expand from 12 members to the range of 15 to 20 members by
Ordinance. We are proposing to appoint members now to fill all of
the existing 12 seats on the Commission and express the Board' s
intent to appoint the remaining five individuals as soon as the
Ordinance is in effect.
We are also asking that the Commission prepare within the next
three months a detailed work program for calendar year 1994 and
present it to the Board of Supervisors no later than March 22,
1994 .

I am writing this letter in regards to the Contra Costa County
Human Relations Commission. I am one of the individuals interested
in becoming one of the new members of the commission.
Approximately one year ago I began the process of applying for a
seat on the commission. Since that time I know that the commission
has gone through several changes, that the seats that are available
have not yet been filled, and that you are currently in the process
of working on the completion of this task. I am writing to express
my continuing interest in becoming a member of the Human Relations
Commission. At the time I first pursued membership on the
commission I was interviewed by a panel of the commission members.
I understand that the process of interviewing will be carried out
again and I would welcome the opportunity to be interviewed again
as the search for new commission members continues.
I have enclosed for your information my resume, a bio, and an
article I wrote that I hope will allow you the opportunity to know

Noticing is The First Step
In Re-establishing Our
Humanity

Today I walked around the corner from the office to a
little fast food place to grab a bite for lunch. As I was
waiting for my order,two white men stood in front of me
talking. Now,what is so unusual about two white men
standinginfrontofinetalking?Nothingofcourse,except
that I noticed.
I don't mean I looked at them for a second or two,I mean
I really noticed them.I saw how very different I was from
each of them.I noticed the texture and color of their hair,
the type of material their suits were made of,and their
shoes,which reminded me of my father's.
I looked into one of their faces and wondered what his life
was really like. How does he feel about gay people?
Would he consider himself a liberal or a conservative?
What was his childhood like? Question after question
entered my mind.
To some people all this might seem unimportant.But for
me, it was significant because in the work I do with
Equity,part of my job is to challenge people to really
look at differences,and to notice feelings and thoughts

A couple of months ago, the Board of Supervisors' assistants met in
Sunne's office to discuss the current status of the Human Relations Commission.
It seems that the membership of the HRC has diminished significantly over the
past year and is at about half-capacity.
I would like to recommend to you both, as members of the 10 Committee,
a recent applicant to the HRC whom I believe would make a significant
contribution to the Commission, especially during this transition period. His
name is Daniel-Ray Carothers and I know him from last year's Walk for AIDS
and his role as Walk Committee Chair. Daniel-Ray is a hard-working, thorough
and well-organized individual, deeply concerned with human rights issues. I
believe he is just what the HRC needs at this juncture.
Please give thoughtful consideration to Daniel-Ray's application.
