SUBJECT: APPOINTMENT TO THE ADVISORY HOUSING COMMISSION
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . APPOINT to the vacant seat on the Advisory Housing Commission
to complete an unexpired term ending March 31, 1995:
Ming-Yau M. Chu

2 . REFER the name of the other applicant for the Advisory Housing
Commission (Ms . Joan Bartulovich) to the Homeless Advisory
Committee, since it appears that her interests and talents may
be more appropriately used in that forum.
BACKGROUND:
There is currently a vacancy on the Advisory Housing Commission
resulting from the resignation earlier this year of Mao S. Lin.
Our Committee received ten applications and determined that we
wanted to interview two of the applicants who appeared most
qualified as a result of the need to maintain the geographic,
racial and gender balance of the Commission.
We interviewed Mr. Chu and Ms . Bartulovich. As a result of our
interviews we are recommending the appointment of Mr. Chu to the
current vacancy. We believe that Ms . Bartulovich' s interests may
be better utilized on the Homeless Advisory Committee and are,
therefore, asking that her application be referred to that
Committee for their consideration.

Mr. Chu' s application is attached. We were impressed with Mr.
Chu's sincere commitment to the housing needs of low-income
residents of the County. Mr. Chu has considerable background and
experience in the real estate market in terms of the sales,
management, development, construction and syndication of
residential and commercial real estate and business properties.
Mr. Chu has masters degrees from U. C. Berkeley in
civil/construction engineering and in civil/geotechnical
engineering. He is a registered Civil Engineer, Real Estate Broker
and General Contractor. His talents should prove of great benefit
to the Advisory Housing Commission.
