BACKGROUND/REASONS FOR RECOMMENDATIONS
This is a minor plan amendment dealing with Heavy Industrial Plan
`Text. It is for purposes of clarification of a plan text
inconsistency. The amendment was unanimously recomme ded for
approval by the County Planning Commission.

The Board of Supervisors of Contra Costa County RESOLVES that:
There is filed with this Board and its Clerk a copy of Resolution No. 48-1993, adopted by the
Contra Costa County Planning Commission, which discusses a General Plan Amendment for the
North Richmond Shoreline area (#11-93-CO).
On December 14, 1993 the Board held hearings on the said General Plan Amendment discussed
by the Contra Costa County Planning Commission Resolution 48-1993. Notice of said hearing
was duly given in the manner required by law. The Board, at the hearings, called for testimony
of all persons interested in this matter.
No persons provided testimony so the Board closed the public hearing and APPROVED the
General Plan Amendment and directed staff to include the Heavy Industrial Plan Text General
Plan Amendment in one of the consolidated general plan amendments as allowed by State
Planning Law.

HEAVY INDUSTRIAL TEXT AMENDMENT - County File #11-93-CO
This is an amendment to the County General Plan text for the
Heavy Industrial designation.
The amendment clarifies that light industrial projects can be
developed within the Heavy Industrial designation and can be
developed according to .the existing Light Industrial standards.

RESOLUTION OF THE CONTRA COSTA COUNTY PLANNING COMMISSION, STATE
OF CALIFORNIA RECOMMENDING APPROVAL OF A GENERAL PLAN AMENDMENT
FOR MODIFICATION OF THE HEAVY INDUSTRIAL GENERAL PLAN TEXT (County
File #11-93-CO).
WHEREAS, staff has discovered a working inconsistency from current practice in the
County General Plan Heavy Industrial Plan text; and
WHEREAS, staff prepared a report to clean up this inconsistency; and
WHEREAS, a noticed public hearing was scheduled and held on November 16, 1993 and
no persons testified on this matter and the public hearing was closed.
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Planning
Commission finds that the Categorical Exemption is appropriate for adoption of the Plan.
Amendment.
BE IT FURTHER RESOLVED that the Commission RECOMMENDS APPROVAL of
the Heavy Industrial text amendment as recommended by staff.
The instruction by the Contra Costa County Planning Commission to prepare this
resolution, incorporating the above and aforementioned, was given by the Contra Costa County
Planning Commission on Tuesday, November 16, 1993, by the following vote:

MODIFICATION TO THE HEAVY INDUSTRIAL PLAN TEXT

I. INTRODUCTION
Over the last 40 years, the County has allowed the full range of industrial land use types within
the Heavy Industrial land use designation. The adoption of the new Countywide General Plan
in 1991, did not clearly indicate that light industrial uses were allowed and under what standards
they could be constructed. The purpose of this staff initiated amendment is to clarify that light
industrial uses can continue to be allowed within the Heavy Industrial land use category under
light industrial development standards.
II. CEQA
Heavy Industry by definition, allows for a range of industrial facilities which have the potential
to be noisy or which handle materials which need to receive specialized care and treatment.
Light industrial facilities allow for only limited amounts of smoke, noise, light or pollutants.
The nature of the project makes it clear that this is a minor alteration in land use limitations
(class S) Categorical Exemptions.
III. AMENDMENT ISSUES
The text of the Heavy Industrial designation is not clearly written to reflect that light industrial
uses will continue to be allowed in the Heavy Industrial land use category. The wording in the
document states that "Light Industrial warehousing uses are also allowed". A literal reading of
this wording might imply that other light industrial uses e.g., small scale manufacturing might
not be allowed. To clarify that there was not an attempt to limit the range of light industrial
uses, the plan text needs to be revised accordingly.
Light industrial uses should be regulated according to the standards for light industrial uses
under that plan designation. That clarification should also be made in the plan text amendment.
IV. RECOMMENDATION
Recommend to the Board of Supervisors that they modify the definition of Heavy Industrial to
allow for light industrial uses as shown on the attached plan text.

j. Heavy Industry (HI).
This designation allows activities requiring large areas of land with convenient truck and
rail access. These uses are typically not compatible with residential uses in close
proximity and the operations conducted may be characterized by noise or other conditions
requiring spatial separation. Uses may include metal working, chemical or petroleum
product processing and refining, heavy equipment operation and similar activities. tight
. Light industrial land uses will be allowed
within lands designated Heavy Industrial and they can be developed according to light
industrial definition and standards found in that designation, The following standards
apply:
(1) maximum site coverage: 30 percent
(2) maximum building height: 40 feet
(3) maximum floor area ratio: 0.67
(4) average employees per gross acre: 45 employees
