At the conclusion of the hearing, adopt new fee schedule and ordinance. FINANCIAL IMPACT: The telefax charge will enable the library to recover the costs of providing a demanded "convenience" service to patrons. These costs include the telefax machine and supplies. Anticipated revenue is minimal. The interlibrary loan charge will enable the library to recover the costs of providing a valuable service to patrons whereby the library borrows materials not in Contra Costa County Library system from other systems. Charges will help recover postage, insurance, and computer time spent in obtaining the', requested material. Anticipated revenue is minimal. BACKGROUND: Continuing budget cuts have necessitated the charging of new fees to recover the expenses of providing special "value added" services to library patrons. The County Librarian has studied the costs of providing these services and has recommended fees to cover costs. A copy of the proposed fees will be on file at the Clerk of the Board's Office, Room 106, 651 Pine Street, Martinez, ten (10) days prior to the date of the hearing. The resolution proposed by the County Librarian incorporates two Resolutions 87/260 and 92/559 into one document and adds the two new fees for telefax and interlibrary loan services.
