ACCEPT STATUS REPORT ON COUNTYWIDE INTEGRATED WASTE MANAGEMENT PLAN SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept Report from Growth Management and Economic Development Agency Director regarding approval of the Contra Costa Countywide Integrated Waste Management Plan as the first Plan to be submitted and approved by the California Integrated Waste Management Board in compliance with AB 939. Accept Report from Growth Management and Economic Development Director regarding approval by the California Integrated Waste Management Board of the County's own "Source Reduction and Recycling Element, " "Household Hazardous Waste Element, " and "Non Disposal Facilities Element" which provide solid waste management plans and programs for the unincorporated areas of the County. FISCAL IMPACT None to the County General Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS Under AB 939 which was enacted by the State in 1989, each county and city in California is required to submit solid waste management plans for its own jurisdiction. Taken together these documents detail the various programs and facilities to be used by local jurisdictions to meet the State mandated reductions in the amount of waste disposed in landfills; the reductions in disposal to be met by local jurisdictions is 25% by the year 1995 and 50% by the year 2000. Contra Costa County and the 18 cities within the county are the first jurisdictions in the State to both submit our plans and be given approvals by the California Integrated Waste Management Board. On December 7, 1993 the CIWMB's subcommittee on Local Planning unanimously agreed to recommend to the full CIWMB approval of our Countywide Integrated Waste Management Plan, Countywide Household Hazardous Waste Plan, and Solid Waste Facilities Siting Element. On December 15, 1993--tomorrow--the full CIWMB is expected to concur with the subcommittee's recommendation for approval. These plans are based upon the work of each jurisdiction and of the Local AB 939 'Task Force which reviewed all the plans and assisted in the preparation of the Countywide Plans. The Countywide Plan emphasizes cooperative multi-jurisdictional approaches in developing and implementing solid waste programs and facilities in order to minimize overall costs and to assure reduced costs for ratepayers. Additionally, the County's own Source Reduction and Recycling Element, Household Hazardous Waste Element, and Non Disposal Facilities Siting Element are recommended for approval.
