SUBJECT: 1994/95 Transportation Development Act Program Applications for Pedestrian and Bicycle
Projects.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the submittal of the following Transportation Development Act
(TDA) applications, Article 3, Bike/Pedestrian:
1. EI Toyonal Trail: Slide repair and bridge replacement project on EI Toyonal Road, Orinda
area. (West Project).
2. Hap Magee Park Bike Access Path, along Camille Avenue from the Iron Horse Trail to
Hap Magee Park Bridge, Danville area. (Central Project).
3. West Cypress Road Bike Lanes (Class II) from Rose Avenue to State Route 4, Oakley
Area. (East Project).
ll. Financial Impact:
TDA funding will be applied for 100% of the estimated project costs for the three bike/pedestrian
projects. The total estimated project costs are:
EI Toyonal Trail - Slide repair/bridge rehabilitation, $150,000.
Hap Magee Park Bike Access Path, $195,000.
West Cypress Road Bike Lanes, $125,500.
There will be no impact to the General Funds.

III. Reasons for Recommendations and Background:
The TDA process allows for the County to apply for one project each from the East, West and
Central parts of Contra Costa County. Based on community support, public safety, and
readiness for implementation the aforementioned projects were selected as each area's top
candidates.
All three pedestrian/bicycle pathways are consistent with the County General Plan Bikeway
goals.
The EI Toyonal Trail Project proposes to repair two slide areas and a limited bridge rehabilitation
for equestrian, bicycle, and pedestrian use on EI Toyonal Road in Orinda. The road was closed
due to hill slides in 1985 and rendered impassable to vehicular traffic.
The Hap Magee Park Bike Access Path proposes to stripe and construct Class 1 and 11 bike
facilities, along Camille Avenue from the Iron Horse Trail to the Hap Magee Park access bridge.
A traffic signal at the trail intersection of Danville Boulevard with Camille Avenue would facilitate
pedestrian and equestrian access to the park and regional trails.
The West Cypress Road Bike Lane Project consists of striping, paving, and shoulder work to
construct approximately 2100 linear feet of Class II bike lanes from Rose Avenue to the
signalized intersection of Highway 4. The bike lanes will link residential areas of Oakley to the
Marsh Creek Regional Trail.
The Transportation Committee has reviewed and approved these three TDA projects.
IV. Consequences of Negative Action:
Failure to approve these projects will eliminate a potential funding source and delay implementa-
tion of the County's General Plan as it relates to pathways.
