Subject: East Bay Municipal Utility District's
Planning for future Water Supplies
Dear Members of the Board:
The East Bay Municipal Utility District's Board of Directors recently made
a potentially disastrous decision regarding the future water supplies
auailable to much of Contra Costa County's population. R copy of my
letter to the Board of Directors is enclosed for your information.
Since this issue is of great importance, 1 urge that your Board look into
the matter and eHpress its concern to the Directors of the District, in
hopes that the earlier decision can be modified.

Dear Members of the Board:
My career with the East Bay Municipal Utility District Wended from
1927 to 1971. In that span, 1 was instrumental in defending the water
rights on the Mokelumne River which were initiated in the 1920's, in the
acquisition of new rights on that source in the 1950's, and in the
initiation of claims on the American River in the 1960's. Rs you know,
those three resources comprise nearly all the water supplies the
District has. That unique euperience gave me a perspective on matters
of this kind which may be helpful in the present circumstance.
The Board of Directors of the District has recently adopted a plan to
store water underground in San Joaquin County to be later withdrawn
for use, some of which may be in the East Bay area. The withdrawal is
feasible, but storing surface water in the underground basin is easier
said than done. I began my study of the San Joaquin County
underground basin (particularly its physical properties) in 1928, and
worked and lived in Lodi for eleven years. I continued that study until
several years after my 1971 retirement.
In my opinion the Board's plan is completely impractical. If the people
of the District endorse that plan, I think they will find that they have
bought a "pig in a poke"; that is, a plan offered in such a way as to
obscure its real nature. In my estimation, It Involves so many physical,
political, and institutional difficulties as to render it worthless. It
should be abandoned or modified drastically.
