This matter was before the Hercules City Council at its regular meeting of November 23, 1993. Based on that discussion, the City Council's decision is not to make a donation at this time. The City of Hercules has donated to shelter efforts in West County in the past. Since that time, we have raised every type of City revenue that we are empowered as a City Council to raise and we have made significant cuts to our operations. We are also covering County costs such as booking fees, crime lab fees, and a recent contribution to the Senior Nutrition Program. We have had to do this with a property tax base of "three cents on the dollar." With these financial efforts being made by the City, the layoffs that we underwent during 1991-93 and the fact that we have been unable to provide raises for employees for three years, we find it difficult to continue to provide subsidies to the County. The City would be more receptive to future requests after such time as the County of Contra Costa has fully implemented revenue programs which are within its authority to enact. We are taking this position as a simple position of equity. Hercules receives very little of the tax dollar while simultaneously paying for basic County services and bearing the burden of implementing new local taxes. The current budget provides funding beginning December 1, 1993 to operate at a 60- person capacity. There are no funds available for November or to increase from 60 beds to 100 beds due to budget cuts. The current cost to operate the 60-bed shelter is approximately $40,000 per month, or $1,400 per day. As you know, a winter shelter program has been operated for several years primarily at County General Fund expense. The program has been supplemented with much appreciated assistance from some city councils because the homeless come from all our communities. We recognize the enormous difficulties every city has faced in balancing budgets due. to the recession and the state raid on our local property taxes . Nonetheless, this vitally important program could resume operation more quickly if cities and business sectors would join resources with ours .
